Duties

Position Description #NGD2479000 Dual Status Technician position requiring military membership. This position is located at the State's ARNG Intelligence and Security Office. The primary purpose of this position is to serve as a Personnel Security Specialist, responsible for assisting in the personnel security clearances process and supporting an Administrator/Adjudicator with suitability adjudications /determinations for the fitness and suitability on individuals for entry and retention in sensitive and non-sensitive positions required by Army. Additional, this position will review personnel security background investigations and other source documents that determine suitability, fitness, for federal employment, and other credentialing decisions. Ensures investigative scoping items are met, personal identifying data and investigative questionnaire information is accurate and complete.

Requirements

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
  • This is an excepted service position that requires membership in military assignment in WV's National Guard, and is required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Male applicants born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered, or you are not eligible for appointment in this agency.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • U.S. Citizenship is required.
  • Required to obtain and maintain a satisfactory security clearance, AND, as a minimum, a completed National Agency Check (NAC) prior to assignment.
  • The agency will provide additional information regarding what information or documentation will be needed and how you can request of the agency a legally required exception from this requirement.
  • Attend the ARNG Security Manager Course within 12 months of hire.
  • Obtain the Security Professional Certification(s) within 24 months of hire.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
  • An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
  • This is an Army National Guard dual status technician position which requires military membership. Must be able to obtain and maintain a secret clearance.

MINIMUM MILITARY GRADE: E-4 MAXIMUM MILITARY GRADE: E-7 Your rank MUST be included somewhere within your resume. The memorandum must be submitted WITH your application to be considered for this position. MINIMUM REQUIREMENTS: Experience, education or training in collecting and analyzing data effectively, efficiently, and accurately. Able to apply procedures and directives by reading and interpreting technical material. Ability to communicate clearly and effectively orally and in writing, using presentation and report formats. Demonstrated ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. Learned ability to assess the surrounding environment to recognize immediate risk levels. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career. SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education or training in the performance of clerical or administrative duties demonstrating knowledge of personnel security program rules, procedures, operations and requirements. Experience demonstrating knowledge of military requirements and organizational structures. Experience and skill in utilizing computerized data systems to input, update, and retrieve data in processing and preparing security clearance requests and reports; and to prepare correspondence or documents. Experience communicating effectively in writing and orally in order to provide information and assistance on security requirements.
