The Assistant Fiscal Officer is a department manager in the Office of the Chief Financial Officer at the Gulf Coast Veterans Health Care System (GCVHCS). The Assistant Fiscal Officer is a key member of the management team who provides sound financial services and advice to the Chief Financial Officer and other members of the senior management team.
Duties
Knowledge of Federal Statues.
Knowledge of governmental generally accepted accounting theories, principles, concepts and practices of financial management.
Knowledge of the Employee Travel process and Federal Travel Regulations.
Knowledge of governmental budget practices and procedures.
Comprehensive knowledge and understanding of personal computers, including Microsoft Outlook, Excel and Office, and Internet Explorer, Chrome and Microsoft Edge.
Knowledge of database, file transfer, data extraction, analysis and on-line communication capabilities.
Ability to use Financial Management Systems (FMS) such as Integrated Funds Distribution, Control Point Activity, Accounting and Procurement System (IFCAP), Veterans Information Systems Technology Architecture (VISTA).
Plans work to be accomplished by subordinates.
Sets and adjusts short-term priorities.
Prepares schedules for completion of work.
Assigns work to subordinates based on priorities.
Evaluates work performance of subordinates.
Interviews candidates for positions in the service, recommends appointment.
Execute disciplinary measures, such as counseling and admonishments.
Ability to coordinate and facilitate Accounting, IFCAP and related systems training to employees.
Participate with management in formulation major operating policies and plans.
Work Schedule: Full-Time, Monday through Friday, 8:00AM - 4:30PM. Tour of duty to be determined by supervisor based upon facility needs - Subject to change.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Individual Occupational Requirements: Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements. This position involves professional accounting responsibilities that require professional accounting knowledge. For this position, applicants must meet the minimum qualification requirements for the Accounting Series, GS-510. To qualify you must possess one of the following:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law, or
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the above Individual Occupational Requirement (IOR) AND Time-In-Grade, applicants must also meet the experience relevant to this position. You may qualify based on your experience as described below:
Specialized Experience GS-13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Develop and install routines and accounting systems necessary to perform diagnostic reviews, create trend lines and develop recommendations for corrective actions to resolve complex issues before they escalate into financial crisis.
Effectively communicate with staff members from a wide diversity in ethnic and educational backgrounds.
Experience with Federal and VA regulations, statutes, case law, Comptroller General Decisions, General Accounting Office requirements and local Station Memorandums, policies and procedures.
Routinely apply concepts, laws, practices and principles associated with preparing and maintaining facility and departmental budgets and forecasts.
Utilize VA operational and financial software to understand the interface issues and extract and analyze information needed to resolve complex problems with multiple alternatives in large, highly diversified facilities with multiple campuses in a very politically sensitive environment.

Physical Requirements: The work is generally sedentary in nature, sometimes requiring light lifting and transportation of records. The work requires some travel, which is occasionally for extended periods of time.
