These positions are located in the HQ/Energy, Minerals, and Realty Management Directorate; Division of Fluid Minerals (HQ310) or Division of Solid Minerals (HQ320) in Washington, DC. Duties

Positions to be filled are the Program Manager (Division Chief) of the Fluid Minerals Division (HQ310) and the Program Manager (Division Chief) of the Solid Minerals Division (HQ320). Obtains and/or develops models for managing various issues, identifies and resolve problems that are barriers to achieving goals. Plans work to be accomplished by subordinates. Develops performance standards and evaluates work performance of employees. Provides advice, counsel, or instruction to employees on work and administrative matters. Plays a key role in the development and implementation of program policies, plans, guidelines, proposals, processes, and recommendations on issues including those which cross functional lines. Plans, organizes, coordinates, and oversees efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of program objectives. Serves as a senior advisor to management and executive leadership on developing and implementing strategic plans in support of achieving the program objectives. Identifies developmental and training needs of employees, provides and /or arranges for needed development and training. Interviews candidates for positions. Finds ways to improve production and increase the quality of the work directed. Consults with key managers and stakeholders to ensure that all implications are identified, weighted and considered in study and discussion. Identifies areas with potential for Bureau/Departmental-wide application and coordinates with other Bureau offices, as appropriate, to foster common Bureau business and operational practices.

  • Appointment will be subject to a favorably adjudicated background/suitability investigation/determination.
  • Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.
  • If selected for this position, you will be required to annually complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty.
  • May require a one year probationary or trial period.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. For GS-15: You must possess one (1) full year of specialized experience at or equivalent to the GS-14 level that is equivalent in difficulty and complexity. Specialized experience is defined as Performing strategic planning, organizing, supervising, and directing work operations to meet program requirements and strategic goals and objectives with available resources for a national, large-scale, regional, or otherwise significant programs; Conducting short- and long-range planning in accordance with broad budget and administrative rules, regulations, and policies to meet program objectives; Providing supervision, oversight and administration of the full spectrum of project or program management and support activities to include, but not limited to, workforce management; program performance and coordination of congressional requirements; and information disclosure and records management; Resolving complex and/or highly controversial program issues with staff, senior leadership, and/or stakeholders from a broad range of internal and external interactions; and Mentoring, motivating, and appraising technical project or program staff of an organization. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
