About the Position: This position is with the Joint Munitions Command located at Rock Island, IL. This position serves as a Financial Management Analyst, applying Resource Management (RM) principles and practices to perform a wide variety of complex financial management and accounting system functions.
Duties
Studies technical publications, regulations, directives, laws, accounting manuals, policy statements, etc., which affect accounting and funding to determine program compliance and provide recommendations for changes.
Processes and certifies availability of funds and monitors electronic certification for proper use of fund appropriation, restrictions, and limitations.
Executes command fiscal year closeout and certification requirements and procedures.
Extracts data from various financial systems to compose both regulatory and non-regulatory resource management and cost reports.
Provides management accounting advice and recommendations to Command program managers regarding problems found in current and future operational efficiency.
Provides technical advice in identifying and resolving problem areas involving regulatory requirements and statutory policies and procedures.
Requirements
- Must obtain and maintain a Secret clearance.
- TDY up to 5% may be required.
- This is a Financial Management Certification Level 2 position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

Specialized Experience:One year of specialized experience which includes: 1. Analyzing data to reconcile financial information; 2. Resolving financial issues through research and interpretation of financial policies, regulations, or laws; 3. Using automated systems to review financial data and records; 4. Creating financial reports and presentations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance or Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Specialized Experience: One year of specialized experience which includes: 1. Analyzing data to reconcile financial information; 2. Developing new analytic techniques or methods for overcoming financial roadblocks 3. Reviewing financial transactions, documents, procedures, policies and/or systems to identify financial problems that impact operational efficiency; 4. Composing financial reports hat include recommendations for updating policies and operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

GS-11 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
GS-12 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Time-in-grade documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old).
