This position is located within the Medicine Service and provides administrative management support to one or more assigned Sections within the Service (Cardiology, Endo metabolism, Gastroenterology, Hematology/Oncology, Nephrology, Pulmonary, Rheumatology/Allergy, Sleep Medicine).

Duties

Incumbent researches, analyzes, and prepares/produces a variety of weekly, monthly, quarterly, annual or intermittent charts, graphs, and statistical/narrative reports regarding performance, compliance, and/or productivity of assigned physicians and resident/medical student educational activities. Evaluation data and reports are used to monitor clinical activities and to determine changes to be requested/implemented involving program improvements, funding, FTEE allocation, physician assignments, compliance, inspection preparation, productivity, etc. Obtains and evaluates applicable performance data from a variety of readily accessed source documents. Performs basic analysis of the data prior to developing reports or providing information to staff or targeted audiences. Reports are prepared for the Section Chief, Medicine Service Office, Chief of Staff/Director, Performance Improvement Management Service (PIMS), Nursing and Patient Care Services, Education Service, and VISN 22/Central Office. Analyzes workload variations and potential problems and inconsistencies by monitoring and reviewing clinical capacity, patient appointment lead times, anticipated workload, and provider schedules/duty hours and occasionally confers with Health Administration Services staff to coordinate patient scheduling. Develops reports and visual aids to track and explain trends and to communicate information to the Section Chief for evaluation and modification of program operations and milestones. Incumbent is responsible for the management and coordination of their assigned Section's administrative operations. Through in-depth knowledge of the role and responsibilities of the Section Chief, the incumbent resolves problems associated with the day-to-day operation of the programs he/she oversees. Formulates plans and provides advice to attending physicians, residents and fellows associated with the Section, resolving administrative problems. Incumbent provides personnel management and other administrative support and acts as liaison with Medicine Service Office, Professional Credentialing Office, Human Resources, Department of Medicine/UCSD, and appropriate UCSD Divisions. Monitors on-going VA and UCSD personnel and leave/payroll actions involving Section staff and notifies staff of changes in base salary, eighths allocation, within grade increases, benefits, consult service or attending schedules, resident rotation/educational activities, TMS educational requirements/mandatory training, etc. Recommends appropriate personnel actions and alternatives based on discussions with HR and other Medicine Service staff and analysis and/or interpretation of VASDHS internal and HR policies, budgetary constraints, and work priorities. Alerts supervisor and Medicine Service Office staff of potential problems that may require Medicine Service or human resources intervention, collaboration, or correction. Incumbent coordinates and prepares or assists with personnel requests for the Section, including recruitment, eighths allocation, travel, leave, promotion, termination, and education requests for supported physicians and administrative staff. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/24/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Proficiency Requirements: In addition to meeting experience or education requirements, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test. Clerk-Typist, GS-2/4; Office Automation Clerk/ Assistant (any grade); (Typing) (any grade); and (Office Automation) (any grade): 40 words per minute typing speed. You must also qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provides a wide variety of information/data to clinical and administrative staff and supervisors regarding clinical and administrative activities. Extracts, summarizes, analyzes and identifies acute events, demographic data and performance indicator compliance to determine significant trends and issues in the Section's workload, funding, staffing, space, and equipment requirements. You will be rated on the following Competencies for this position: Attention to DetailClericalManages and Organizes InformationTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work.
