This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for serving as a subject matter expert advising senior leadership on the application of accounting and financial management theories, concepts, principles, and standards related to development, execution, and maintenance of strategic and operations plans.

Duties

As a ACCOUNTANT (FOREIGN MILITARY FINANCE LOANS) at the GS-0510-14 some of your typical work assignments may include: Provide business coordination on issues and changes impacting DSCA FMF loan accounting and financial operations. Develop, manage, and sustain a management program for internal controls over financial and accounting reporting based on materiality and risk of selected operational and system related processes. Perform FMF loan accounting analysis, reconciliation, and surveillance of financial management and accounting processes. Provide extensive evaluations of accounting and financial management problems, procedures, methods, and systems and presents clear and logical proposals regarding the resolution of problems and the revision or augmentation of the procedures and systems. Perform effective oversight of external audits and reviews activities that pertain to accounting and financial reporting of programs managed by DSCA.

Qualifications

Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. You may qualify at the GS-14 grade level, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Performing external audits of accounting and financial reports and taking corrective action as required; developing and implementing accounting guidance and financial system procedures Providing expertise and interpretation of accounting laws, concepts, policies, and procedures; performing loan accounting analysis (CREDIT REFORM), reconciliation, and surveillance OR Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR A combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND my background includes one of the following: 1) 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, or 2) a certificate as a Certified Public Accountant or Certified Internal Auditor obtained through written examination, or 3) completion of the requirements for a degree that included substantial course work in accounting or auditing, (e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.

Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.

When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing. Documents must be in English or include an English translation. The hiring employer for this position does not evaluate degrees from foreign colleges or universities.
