This is a non-supervisory position located at the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network 20 (VISN 20), in the Chief Nursing Office (CNO), Informatics Service. The incumbent of this position reports to the VISN Chief Nursing Informatics Officer (CNIO) and independently carries out assigned duties.
Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 12/24/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Clinical informaticians with an extensive vocabulary and mastery understanding of the environment in which they function. Biomedical and health informatics methods, concepts, and tools to the practice of medicine; Using the flow of data; Experience and participate with clinical decision-making systems in the development of clinical processes that support effective, efficient, safe, timely, and equitable patient-centered care; Assess the advantages and disadvantages of various technological approaches and determine the best fit for the clinical environment; System analysis (planning) and implementation; Lead and manage changes associated with the introduction and adoption of clinical information systems; Knowledge and skills in understanding and analyzing organizational culture, planning organizational change, building, and working in effective multidisciplinary teams, and leading information system development and implementation. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
Preferred Experience:
Clinical Applications Coordinator (CAC) (Templates, Reminder Dialogs, Menus, etc.) using VistA/CPRS
Troubleshooting VistA/CPRS end-user issues and SNO tickets
Creating fileman or CDW reports
With WebVRam
With NARS or similar
Installing and testing VistA/CPRS updates

Physical Requirements:
The work will involve standing, sitting, and walking. Travel to local institutions and to other facilities within the VISN as well as VA central office may be necessary on an occasional basis. Most activities will be performed at a computer terminal.
Work Environment:
Work will normally be performed in an office. The incumbent must exercise caution in using computer equipment to personal injury or damage to the equipment.
