THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a Motor Vehicle Operator, Position Description Number D1907000 and is part of the USPFO Storage and Distribution Branch of the Vermont Army National Guard.
Its primary purpose is to transport supplies and equipment intra and inter State using a variety of wheeled vehicles to haul cargo and fuel, transport passengers or to tow or recover equipment.
Duties
(1) Operates primarily straight-in-line trucks and/or truck tractors with semi-trailers which typically have an approximate gross vehicle weight (GVW) of more than 32,000 pounds. Required to operate special purpose or auxiliary devices where a knowledge of such devices does not exceed the level of knowledge and skill required to operate the vehicle safely in complicated traffic situations. Couples and uncouples the truck tractor and semi-trailer, or truck and trailer, and connects and disconnects the air brakes and electrical lines. Maneuvers vehicles within close tolerances when driving and backing over uneven ground, in narrow or congested areas, between buildings and other vehicles, between parked aircraft and when positioning vehicles at loading docks. When driving tractor-trailer refueling trucks, they operate the vehicle's auxiliary pumping system and verify correct grade or mixture of fuel is pumped, that the receiving equipment is grounded and fuel tanks are not overfilled. Check to ensure all cargo is secured to prevent shifting or falling in transit and to minimize the possibility of vehicle sway. Select the safest, most direct and legally allowed route to be followed and identify alternative routes to be used in the event of an emergency. Assures cargo is properly loaded, distributed and secured. Performs operator maintenance on vehicles and trailers.
(2) Ensures shipping and accounting documents are with the shipment and reflect actual condition, quantities and type of material, including manual turn in and issue documents. Completes log books, maintenance records, reports and other transportation documents for accurate accounting. May identify, inspect, and segregate equipment or material as it is received for obvious damage and needed repairs.
(3) Prepares and submits requests for over-dimensional permits to Defense Movement Coordinator for military movement involving military vehicles and through the Commercial Transportation Branch for non-military vehicles. Coordinates with units, maintenance activities, Central Issue Facility, Defense Reutilization Management Office, Property Book Office and Single Stock Fund Activities for pick-up and delivery.
(4) Performs warehouse work, as required, to include issuing, receiving and inventorying equipment, supplies and materials; loading and unloading of trucks; storing and pulling warehouse stock; packing and unpacking material; and repairing or replacing items on equipment. Operates electric, gasoline or diesel-powered forklift trucks.
(5) Performs a variety of servicing and operator preventive maintenance work on assigned vehicles.
(6) Accomplishes the full spectrum of support for state and Federal National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities (HLD/DSCA).

- Must have operator maintenance ability for all types of equipment and have a Commercial Driver License
- Currency on out-state tractor/trailer height/weight requirements an on HAZMAT and OSHA requirements.
- Currency on all types of loading equipment (forklifts, cranes, winch systems).
- Must be able to drive long distances, remain overnight at various locations, as necessary, and work during weekends and periods outside of the normal work day.
- Pre-Employment Physical Examinations: Individual selected must successfully complete a pre-employment physical examination in accordance with 5 CFR, Part 339 and Technician Personnel Regulation 355.

OPEN AREAS OF CONSIDERATION: AREA 1, 2,3, 4
Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.
Area II: All Members of the Vermont Army National Guard.
Area III: Currently assigned service members in other branches of the military outside of the VTNG, to include those assigned to Active Duty, Reserve or other state's National Guard.
Area IV: All individuals able to and willing to become members of the Vermont Army National Guard including prior service not currently assigned to a military component and non-prior service US civilians.
Military Grades: Enlisted (PVT/E1-SFC/E7)
GENERAL EXPERIENCE WG-08: Experience or training which demonstrates the ability to follow instructions and safely operate the type of equipment required to accomplish the duties of the position.
SPECIALIZED EXPERIENCE WG-08: Must have a minimum of 12 months experience or training which demonstrates the ability to operate and perform operator maintenance on straight-in-line trucks which typically have an approximate gross vehicle weight of more than 32,000 pounds. Experience demonstrating ability to operate truck tractors with semi-trailers or full trailers and motor coaches. Experience operating vehicles over a variety of roads including interstate highways, narrow country roads, and on steep winding grades. Experience driving vehicles without mishap in complicated traffic situations.
Length of time is not of itself qualifying. Candidates' experience should be evaluated based on duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position
Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):
--Requires skills and knowledge to operate vehicles that have limited maneuverability; have more than one body and two breaking systems; or are oversized.
--Skill and ability to operate these vehicles over a variety of roads including interstate highways, narrow country roads, day and night driving, and on steep winding grades.
--Extremely knowledgeable about turning the vehicles, in evaluating the condition and load limits, in scheduling weigh points, and in accessing traffic conditions and hazards, locally and over long-distance routes in unfamiliar geographic areas.
--knowledgeable, skill and ability in backing trailers in congested locations with limited space, applying the dual braking system on steep grades to preclude jackknife situation, and maneuver oversize vehicles safely under all driving conditions and environments.
--Knowledge of warehousing plans and accepted warehousing methods, supply procedures and techniques.
