About the Position: Serves as an Education Services Officer (ESO) or branch chief with responsibility for planning, developing, managing and leading an installation-level Army Continuing Education System Program.

Duties

Plans, develops and executes the ACES programs. Plans and develops local policies, goals, and objectives, of the education services and the credentialing/licensure program, IAW policies, regulations, and Department of Defense Instructions. Briefs and advises Senior Commander(s), Garrison Commander(s), Deputy Garrison Commander(s), DHR(s), and tenant Commanders/Activity Directors on the status and needs of the education program. Coordinates and negotiates with education institutions to establish education and/ training programs. Negotiates with colleges, universities and training activities to provide or establish courses, programs and scheduling at or outside the facility to meet student requirements. Supervises, directs and coordinates a staff of professional, technical, clerical and support personnel.

  • This position requires a one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Basic Requirement for Supervisory Education Services Specialist: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the following areas, with at least one course from (1) or (2). (1)Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests; (2) Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities; (3) Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs; (4) Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs; (5) Teaching methods: Study of teaching strategies and learning styles of the adult learner; (6) Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation; (7) Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems; OR (8) Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: Have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes directing professional and technical work, including educational services, to authorized personnel for educational and career development and enhancement. You will be evaluated on the basis of your level of competency in the following areas: Education ManagementEducational Service ProgramsOral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
