THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a MATERIALS EXAMINER AND IDENTIFIER, Position Description Number D0780000 and is part of the ID USPFO, National Guard. This position is a temporary position backfilling a deployed member. Current T32 Techs in the IDARNG will return to current tenure upon return.

Duties

(1) Inspects, receives, sorts, counts, and classifieshazardous materials such as explosives, toxic chemicals, flammables,gas cylinders, radioactive material, and hazardous waste. May berequired to perform pre-receipt examination of property on site at thegeneration point and assures that the turn-in and shipping is in order,that the containers meet standards, are placarded and marked properly.Schedules receipt of property and assures that the property isidentified to include identification of all contaminants. Rejectsproperty not meeting turn-in requirements and assists the turn-inactivity to correct any rejections. Determines the nature and degreeof the particular hazard involved. Determines if containers areDepartment of Transportation (DOT) approved, safe to handle,nonleaking, capable of withstanding routine handling, and safe forrequired periods of storage. Assures that storage compatibility isadhered. Determines the need for special handling/special storage ofcertain property (e.g., friable asbestos, PCBs, batteries, pesticides,etc). Performs complex searches of shipping and storage records,material specifications, vendor contracts, computerized or microfichedata for material identification and advises lower graded workers onspecialized procedures. May be required to handle damaged andunidentified shipments requiring repair/repackaging or return to thesupplier in accordance with established procedures. (2) Prepares material for shipment, storage, and disposition.Packs, cushions, applies preservatives and protects property asappropriate. Prepares tags, labels and places items in containers fordisposition. Identifies and marks storage locations and stocksproperty allowing for maximum utilization of storage space, ease ofaccess, segregation, and rotation of stock. Selects property desired,checks condition, status and quantity and arranges for transfer.Determines processing requirements IAW established criteria. Ensuresshipping operations comply with DOT and EPA standards (packaging,placarding, transportation, and manifesting). Initiates correctiveaction to resolve manifest discrepancies. Maintains proper visibilityof hazardous property inventory utilizing the Available Balance File(ABF) output and other methods. Requests and justifies accelerateddisposal of hazardous material/waste when normal disposal timeframeswould cause deterioration of the hazardous property container, impactstorage capabilities, create unsafe conditions, or other circumstanceswhich dictate emergency action. Intensifies inventory managementcontrol to accommodate shortened timeframes. (3) Contacts generating activities, shipping agencies, andNational Guard (NG) environmental personnel to coordinate requirementsof environmental policies and directives. May serve as the hazardousmaterials specialist in meetings, discussions, and liaison visits.Initiates and maintains required environmental reports/plans/records inprocessing of hazardous material. Ensures required actions if a spilloccurs and ensures lower graded workers are trained to act in his/herabsence. Contains and cleans up spills for which the NG hascapability. Decontaminates and replenishes spill equipment andsupplies. Ensures spill incident reports are prepared IAW applicableregulations. (4) Coordinates turn-in activities with the DefenseReutilization Marketing Office (DRMO) or contractors. May be assignedas the Contracting Officer's representative (COR) for contracts.Accompanies the contractor during removal of material from theinstallation. Verifies manifest and shipping papers, DOT markings,packaging, and labeling requirements. Notifies the DRMO or ContractingOfficer of discrepancies in contractor performance and may immediatelystop the contractors work for violation of safety regulations.Recommends changes to existing and future service contracts. (5) Performs other duties as assigned.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain/maintain Secret Security Clearance.
  • May require passing of pre-employment physical.

Military Grades: E-4 to E-5 GENERAL EXPERIENCE: Experience or training which demonstrates the ability to distinguish between closely related or similar items, ability to follow procedures, ability to sort materials by type, and skill in the use of hand tools. SPECIALIZED EXPERIENCE: 12 Months experience or training identifying and sorting a variety of complex materials and equipment. Experience receiving materials and equipment, recording, and placing items in proper storage areas. Experience preparing all items for shipment using appropriate agency instructions. Expert knowledge of specialized handling, storing, disposal, and safety procedures related to hazardous materials to ensure adherence to governing regulatory guidance, policies, and procedures. Experience in mathematical equations. Experience interpreting and using Federal Supply Catalogs, military and manufacturing catalogs, and technical and agency manuals. Experience using and operating forklifts and motor vehicles.
