As a Supervisory International Relations Officer for ILAB, you will serves as a Division Chief in OCFT under the supervision of the Deputy Director with the primary responsibility of supporting the management of a division and policy activities across the bureau.
This position is outside the bargaining unit.
This position is subject to a 5-day per pay period minimum on-site work requirement.
Duties
Duties include the following, but are not limited to:
Manages, directs and supervises, and provides day-to-day direction, support and leadership to a team of staff.
Structures work responsibilities for staff and communicate work assignments and performance expectations both orally and in writing.
Identifies the number and experience of staff needed to complete assigned work.
Consistently monitors timelines and required tasks, and immediately informs other Division Chiefs, the Deputy Director, and Director of anticipated delays in meeting established deadlines to ensure that all tasks are completed in a timely manner.
Ability to handle multiple, concurrent, and complex assignments.
Reviews reports and other related policy documents for quality, accuracy, and readability.
Leads a team of researchers in the preparation of child labor and forced labor reports that serve as policy and factual underpinning for Congress and other government decision makers, human rights groups, business and labor organizations, the media, and the general public.
Administers timely initiation, execution, and accountability of budget, procurement, and other essential activities in supporting of publishing reports on child labor and forced labor.
Expert understanding of federal government laws and international standards that govern child labor, forced labor and human trafficking issues.
Represents an organization at meetings, briefings, or events on child labor, forced labor, or human trafficking issues.
Serves as a spokesperson and negotiates with stakeholders on issues related to child labor, forced labor, and/or human trafficking.

Qualifications
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. This position has a basic requirement that must be met in order to qualify Specialized Experience/Education Substitution Statement(s):
Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.
or
Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education.
or
Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs
In addition to meeting the basic requirement above, to qualify for this position, you must also meet the specialized experience listed below. GS-15: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing ALL the following duties:
Leading teams, including day-to-day supervision of staff, and responsibility for business operations, AND
Planning and distributing work in support of government reports on child labor or forced labor, AND
Researching international development issues with a focus on child labor and forced labor, AND
Building and maintaining relationships with domestic and international stakeholders/organizations, AND
Formulating policy recommendations related to labor, trade, or international labor or human rights.
