This position is located at the Tsaile Health Center, Tsaile, AZ. Incumbent serves as the Health Center's Facility Director with serves approximately 8,557 people in the northeastern section of the Chinle Service Unit, and provides ambulatory care and community health services to the people residing within the area. Incumbent must ensure staff demonstrate the knowledge and skills necessary to provide care appropriate to the age ofthe patients served.
Duties

Serves as the Facility Director (in a leadership role) of the day-to-day operations of the clinic and is responsive for setting policy, planning, organization, and administration of the comprehensive health services program.
Administers programs and services in accordance to Federal laws, regulations, policies, procedures and guidelines concerning allocations and resources.
Establishes internal policies, controls all programs and activities which benefit the community.
Consults and coordinates to make recommendations to program improvements to meet the community.
Meets standards and reports requirements imposed by accrediting agencies and regulatory groups.
Develops and coordinates the internal review to assure both clinical and administrative activities are in compliance, if needed to take corrective actions on deficiencies.
Initiates request for training, selects new employees and recommends promotion, reassignments, separations and other personnel actions.
Plans and assigns work to be accomplished.
Coordinates budget for the Service Unit by monitoring, administering approved budgets, advises managers of shortages and adjustments.
Establishes priorities in planning and developing for the Service Unit's long term goals.
Takes steps to assure the accomplishment of affirmative action objectives and by adhering to nondiscriminatory employee practices.
Organizes, schedules, follows through and participates at all meets.
Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Specialized Experience:
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
- Missions, organizations, programs, and requirements of health care delivery systems;
- Regulations and standards of various regulatory and credentialing groups; and
- Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Applicants must also possess:
- Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and
- Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs.
Special Provision for In-service Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
- Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
- Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
- Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
GS-13: Applicants must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing for following type of work and/or tasks: Responsible for analytical, administrative, or clinical management experience in the health field; performing, developing, planning, clinical and administrative functions; providing management and advanced health planning to direct the budget, business office, medical records, general services, housekeeping, public health nursing, mental health, medical laboratory, nursing, pharmacy, medical providers, radiology, dental, IRM, HPDP and Optometry; ability to delegate authority and make decisions based on reports and evaluations.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
