This position is a Fish and Wildlife Administrator, GS- 0480-14 working in *Galena Alaska or Fairbanks Alaska. This is a not-to-exceed one (1) year temporary promotion assignment. This temporary promotion may be extended without further competition; however, it may not exceed a total of five (5) years. This temporary promotion may be made permanent without further competition. *Questions on location preferences or placement should be reserved for the interview process.

Duties

As a Fish and Wildlife Administrator (Refuge Manager) your duties will include but are not limited to the following: As a senior manager for the assigned program, project, or geographic area, exercises leadership and provides direction for the management and administration of subordinate programs and activities. Provides leadership and direction to ensure appropriate coordination, strategic planning, budget and performance integration, and accomplishment reporting. Leads the development of policy to drive the periodic strategic planning efforts for these programs or projects. Coordinates activities with other Branches/Division, Regions, field offices, sister bureaus, external agencies, and private partners for the benefit of the program or project to enhance information exchange and provide technical assistance. Maintains diversified Service intra/inter departmental contacts, to keep abreast of and utilize efficient techniques and methods to carry out the functional aspects of the area of responsibility. Serves as an expert consultant and provides authoritative advice to senior management and other Service officials and managers concerning controversial and complex scientific, political, and economic issues; prepares position papers; reviews documents and plans; and, makes implementation decisions. Performs a full range of supervisory/managerial duties and responsibilities over the assigned staff and organizational elements. Promotes and demonstrates a strong commitment to workforce diversity. Identifies program training/mandatory needs and expectations. Supervises the subordinate staff work on programmatic issues. Evaluates subordinate staff and teams on issue management. Coordinates the work of employees, contractors, and consultants in planning and conducting studies and projects (e.g., demographic studies, wildlife and plant surveys and studies, contaminant removal, environmental impact assessments, quality assurance projects, public use surveys, and program effectiveness reviews) related to program areas of responsibility.

Requirements

  • Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.
  • Suitability for employment, as determined by background investigation.
  • Driver’s License: This position requires the incumbent to operate a government (or private) motor vehicle as part of their official duties. Selectee must hold and maintain a valid state driver’s license throughout their employment in this position.
  • Firearm: Selectees will be required to carry a firearm in the performance of your duties.
  • Uniform: Official U.S. Fish and Wildlife Service uniform is required.
  • Supervisory Probationary Period: Selectees who have not previously completed a supervisory probationary period, will be required to serve a one-year supervisory/managerial probationary period for this position.
  • Notice of Financial Disclosure Report Requirement: This position is subject to a financial disclosure requirement and you will be required to complete either OGE Form 278e or OGE Form 450 as applicable within 30 days of your appointment

  • Drug testing position: Selectees tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use prior to appointment.

Qualifications

Only experience and education obtained by 12/17/2024 will be considered. In order to qualify for this position, you must possess both the Basic Requirement and Minimum Qualification. Basic Requirement: A degree in Biological Sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Possess coursework equivalent to a major, or at least 30 semester hours in courses, as shown above, plus appropriate experience or additional education. OR Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described above. - AND - Minimum Qualification [GS-14] One year of specialized experience equivalent in difficulty and responsibility to at least the GS-13 grade level in the Federal service. Specialized experience in the following 1) Experience in supervising a team, branch, office or field station; 2) Solving highly unique controversial issues related to conservation management, visitor services, outreach programs, and communications; 3) Serving as the land management agency representative in negotiating with diverse individuals and groups; 4) Exercising direct responsibility for implementing policies, plans, standards or procedures to carry out fish and wildlife conservation; 5)Managing a variety of issues and conflicts that affect a diverse group of customers. Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically, i. Area of Consideration. ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F. iii. Time after competitive appointment as specified in 5 CFR 330.502. iv. Qualification requirements outlined in OPM's Qualifications Standards for General Schedule Positions or for Federal Wage System (FWS), wage grade positions, applicants are evaluated using the OPM Job Qualification System for Trades and Labor Occupations and the job element examining method Your SF-50 will be used to confirm you meet all requirements

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
