The Interior Designer is part of Engineering Service, Planning, Construction and Design Section and is responsible for the planning, design and modernization of the interior design and furnishing for Central Texas Veterans health Care System (CTVHCS).
Duties
Technical Interior Design 70%
Conducts as required, surveys and investigations of interior of buildings to secure necessary data prior to initiating design.
Conducts investigations of projects sites to determine condition of interior structures to be renovated and essential data prior to incorporating relevant feature into design consideration solution.
Coordinates developing architectural computerized aided design (CAD) drawings through in-house an vendor CAD personnel of floor plans, elevations, perspectives an section detail as elements of the area being designed.
Reviews work of architect/engineer firms to ensure design excellence and compliance with regulations and establish specifications by using in-depth knowledge of user requirements and Interior Architectural Standards such as OSHA Requirements, American Disability Act Title HI Law #101-336, building codes, life safety codes and VA standards Details Architectural H-08-4 and Space Criteria H-08-9.
Design Project Administration 30%
Meets regularly with Facilities Management, Service Chief, VA designers, VA Directors, Outside contractors, the resident engineer, skilled craftsmen and manufacturers.
Manages projects developing cost estimates, evaluating bid proposals, reviewing construction documents.
Develops and maintain a schedule of short an long range interior improvement projects through the five 5) year interior Design Plan for VISIN 17 Capital Plan and other programs.
Utilizes annual budget to the Maximum extent giving consideration to cost and efficiency in coordination with CTVHCS.
Research information on individual projects in addition to maintenance of materials sample library.
Works under the general supervision of the Design Section Supervisor.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Individual Occupational Requirements (IOR):
Undergraduate and Graduate Education: Major study -- interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination. Specialized Experience: Experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as:
Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment.
Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings.
Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public.
Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context.
Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M, if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Master's degree. You can computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for positions at grades GS-9 and GS-11. Physical Requirements: This work is mostly sedentary. However, some physical exertion such as moderate periods of standing, climbing, walking, recurring bending, crouching, stooping, reaching or similar activities in measuring for draperies, shades/blinds, carpet, room dimensions, etc., is required. The work involves considerable walking between buildings, carrying heavy catalogs, books of carpet and wall coverings. Occasional moving of furniture if necessary. Incumbent may be required to wear protective gear which may include gloves, mask, safety shoes and respiratory protection in the performance of duties. Dexterity is required related to duties performed in computerized drafting, sketching, and writing. Interior Design related services are provided to the satellite clinics in Austin, Cedar Park, Brownwood, Bryan/College Station as well as weekly travel to Temple and Waco medical centers.
