About the Position: Incumbent responsible for the full range of contract functions encompassing issuing solicitations, evaluating proposals, contract negotiations, execution, and administration for supplies, equipment, services, construction and/or special assigned programs. PLEASE NOTE: Selection(s) may be made at the GS-07, GS-09, GS-11 or the GS-12 level. If selection is at the GS-07, 09,11 level, the position will be considered Developmental with Full-Performance at GS-12.

Duties

Responsible for pre and post-award contracting functions in the development, justification, coordination, and completion of a large number and variety of procurement transactions. Provide guidance for acquisition planning functions for specific requirements by coordinating with customers. Executes and/or recommend award of a contract for complex services and supplies. Identify and address contractor performance issues. Ensures the requirements of law and regulations have been complied with and clearances and approvals have been obtained prior to signing contracts. Monitor contractor performance in relation to completion of required schedule and contractual obligations. These duties are described at the full performance level of GS-12. The duties at the GS-07/09/11 level are developmental leading to such performance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • Direct Deposit of Pay is required.
  • You must possess, or be able to obtain and maintain a SECRET security clearance.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement up to 15% of the time.
  • One year trial/probationary period may be required.
  • This is an Army Acquisition Workforces (AAW) position. The employee must meet the DoDI 5000.66 requirements for Contracting Professional Certification within 3 years of entry on duty.
  • Incumbent maybe required to obtain a Warranted Contracting Officer Certification.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Qualifications for GS-07 Specialized Experience Required: To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes: (1) Assisting with the development of procurement transactions to procure of goods and/or services; (2) Assisting with contractor performance reviews to ensure contractual compliance; AND (3) Assisting with procurement action reviews to assure completeness. OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). Qualifications for GS-09 Specialized Experience Required: To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes: (1) Providing analysis of contractor performance to ensure contract compliance; (2) Assisting with contract negotiations to help formulate a negotiation strategy; AND (3) Negotiate delivery schedule changes to solve contractor issues. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Qualifications for GS-11 Specialized Experience Required: To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: (1) Reviewing procurement actions for accuracy to ensure regulatory compliance; (2) Analyzing contractual requirements to determine appropriate procurement method; AND (3) Evaluating contractor compliance with contract provisions to meet regulatory guidance. OR Education: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, business, finance, law, contracts, purchasing, economics, engineering, industrial management, marketing, quantitative methods, and organization and management. Qualifications for GS-12 Specialized Experience Required: To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: (1) Analyzing contractual requirements to determine appropriate procurement method; (2) Performing cost/price analysis on a variety of contracts to conduct contract negotiations; AND (3) Analyzing contract/procurement data to identify issues and recommend corrective action. ***Some federal jobs allow you to substitute your education for the required experience in order to qualify.
