The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.
Duties
Major Duties and Responsibilities (MDRs):
This position is part of the Directorate of Identity Intelligence (DII) Team responsible for Identity Intelligence (I2) training. This individual will provide Terrorist Identities Datamart Environment (TIDE) and watchlisting instruction to both DII analysts and external partners. Candidate will also be responsible for working across the Directorate and NCTC to help develop and implement I2 courses. This position requires attention to detail and superior public speaking skills.
Plan, develop, and assist with the instruction of a holistic identity intelligence curriculum for the Directorate of Identity Intelligence that often will require generating new concepts and thinking creatively to ensure a successful implementation.
Provide superior classroom instruction for Directorate of Identity Intelligence analysts, managers, and partners on TIDE and watchlisting.
Develop and maintain subject matter expertise in TIDE and watchlisting processes.
Communicate regularly with internal and external CT and educational counterparts to collaborate on identity intelligence training and conduct assessments on the types of trainings that may create opportunities to pursue joint-training activities.
Manage, initiate, cultivate, and maintain effective working relationships with counterparts in the CT, Intelligence, and Law Enforcement communities to support NCTC mission requirements and analytic undertakings and to promote intelligence integration.

Qualifications
Required Qualifications:
Thorough knowledge of terrorist identities, analysis, compilation, and dissemination, coupled with extensive knowledge of associated databases and identity targeting processes.
Ability to exercise sound judgment and form objective conclusions/recommendations, monitor for compliance, and evaluate the effectiveness of recommendations based on empirical facts, evidence, and other pertinent information.
Excellent oral and written communication skills, including the demonstrated ability to clearly convey complex information to adult learners.
Ability to remain open-minded and change opinions on the basis of new information and requirements; basic ability to support group decisions, accept and incorporate feedback, and solicit opinions from coworkers.
Demonstrated ability to research and logically analyze, synthesize, and judge information, as well as the ability to review and incorporate multiple sources of information in performing assignments.
Interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively within an interagency environment on complex issues requiring negotiation and consensus-building.
Knowledge of traditional and nontraditional information resources, particularly current or projected collection systems and data sources for analysis; basic knowledge of selected analytic tools (link analysis, data integration, geographic information systems).
Demonstrated strategic and tactical planning, critical thinking, and analytical skills in order to propose innovative solutions and implement change with resourcefulness and creativity.
Knowledge of IC organizations, policies, and procedures, and their requirements with regard to terrorist identities intelligence research and analysis.
Ability to research and logically analyze, synthesize, and judge information, as well as the ability to review and incorporate multiple sources of information in performing assignments.
Interpersonal, organizational, and problem-solving skills, including an ability to work effectively on issues requiring negotiation and consensus-building.
