About the Position: Incumbent independently plans, schedules, assigns, and reviews the work of assigned employees in the maintenance, construction, operation, and overall management of the assigned area for flood risk management, recreation, and environmental stewardship.
Duties
Approve and/or disapprove short and long-range program objectives to maintain established project budgets.
Evaluate recreation trends to recommend future planning requirements of staffing for natural and recreational resource management programs.
Ensure subordinate staff is selected, developed, utilized, appraised, and rewarded based on merit systems principles.
Establish current and future staffing needs based on organization goals and budget realities.
Provide training to staff regarding administrative procedures, regulations, and processes.
Direct and coordinate the preparation of various planning documents for a resource management project such as Operational Management, Spill Prevention and Response, and Fire Prevention Plans.
Manage preventative maintenance, repair, and replacement schedules for permanent and mobile equipment, structures, and facilities.
Develop and execute project budget in accordance with laws, regulations and policies pertaining to Federal expenditures.

- This position requires the incumbent to obtain and maintain all Corps of Engineers licenses/certifications associated with the position.
- This position requires a valid state driver's license.
- This is a Testing Designated Position (TDP), employee will be subject to random drug testing.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
- Incumbent may be required to complete a one year supervisory probationary period.

Basic Requirement for the Supervisory Natural Resources Management Specialist:A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: work experience at a multiple-use lake office; coordinating flood risk management, recreational and natural resource management activities at a multiple-use lake project; administering contracts; providing guidance and oversight to subordinates and park staff to ensure mission accomplishment and compliance with directives, regulations and policies, particularly in the areas of physical security, safety requirements, and emergency operations; providing guidance to staff in planning and operation of recreation areas and multi-use facilities; maintenance program management with facilities and equipment; providing informational classes to the public; assisting with budget execution. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
