The primary purpose of this position is to serve as a first level supervisor, Chief of Financial Management, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Air Force Reserve Command (AFRC), 943d Rescue Group Financial Management Office. The organizational location of this position is: Financial Management AF Reserve Command, Tenth Air Force, 920th Rescue Wing, 943d Rescue Group Davis-Monthan AFB AZ (355th FW - Tenant Unit)

Duties

Develops goals and objectives that integrate organization and financial management objectives. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Provides advice, assistance and guidance on budgeting and related information. Conducts analysis, reviews and special studies of budget and/or related information. Manages a variety of other Air Reserve Command financial programs. Uses automated budgetary systems and computer-generated products in accomplishing budgeting assignments.

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, PL 112-81, Subtitle F-Financial Management Section 1599d. Incumbent shall comply with the requirements of this certification program
  • Must be able to obtain and maintain a Secret Security Clearance
  • This is a supervisory position and a one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement
  • Prior work or active-duty experience to determine leave accrual may be considered for this position

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Budget Analysis, Series 0560 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of policies, precedents, goals, objectives, regulations, and other AF and AFRC guides which apply to assigned organizations and programs, sources, types, and methods of funding (e.g., direct annual, multi-year, and no year appropriations; apportionments, allotments, and/or transfer of funds from other agencies); and budgetary and financial relationships between assigned budgets and budgets and programs of other agency components and organizations. In addition to having the knowledge and skill in budgetary relationships and developing recommendations for budgetary actions (e.g., requesting allotments or reprogramming funds among object classes) under conditions of time pressure and uncertainty due to short and rapidly changing program and budgetary deadlines and objectives; conflicting program and budgetary objectives; and changing guidelines for the work. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Detailed, extensive knowledge of the agency budget policies, precedents, regulations, and guidelines and the missions, functions, goals, objectives, work processes, and sources of funding pertinent to reserve command programs/organizations. Knowledge of resource allocations and fund control procedures; cost estimating, economic analysis, and statistical techniques. Knowledge of automated budget and financial management systems. Knowledge of basic computer applications applicable to financial management operations. Knowledge of personnel management principles and practices. Knowledge of safety regulations, practices, and procedures. Ability to communicate clearly and effectively both orally and in writing. Ability to plan, organize, and direct functions and staff. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
