The primary purpose of a GS-07/09 position: This is a developmental position with known promotion potential to the target position of Human Resources Specialist, GS-0201-11. *SUMMARY continued under DUTIES*

Duties

*Summary Continued* The primary purpose of a GS-11 position is to: serve as a Human Resources Specialist with responsibility for planning, developing, and carrying out the full range of advisory services for assigned organizations. Advisory services and duties relate to recruitment, staffing and placement, employee and labor relations. DUTIES GS-7 In a developmental capacity, works as a specialist to provide management advisory services on all Affirmative Employment issues. With assistance from a higher-graded specialist works as a specialist in the staffing liaison and staffing advisory service for the base. In a developmental capacity works as an employee relations specialist to advise employee(s) or supervisor(s) on legal or regulatory requirements or entitlements. In a developmental capacity, provides benefit counseling to supervisors, employees and/or survivors. In a developmental capacity learns to administer the base Injury Compensation Program. Interacts with other CPF employees. Participates in special initiatives, studies, and projects. GS-9/11 Provides Employee Relations assistance to managers for assigned organizations Provides consultation and assistance on conduct-related issues. Manages assignments and/or projects. Provides a full range of management advisory services, internal and external recruitment efforts between AFPC and local managers. Prepares written correspondence and other documentation. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-07 Knowledge of basic Federal HR in recruitment, placement, and employee relations techniques. Ability to communicate factual and procedural information clearly, orally and in writing. Ability to identify management and installation missions and objectives and the implications on personnel management programs. Ability to consult effectively with co-workers and specialists in other offices. Ability to work as a member of a team. GS-09/11 Knowledge of the full range of employee relations concepts, case law, principles, practices, legal and regulatory requirements sufficient to perform analyses and draw conclusions on complex legal issues, problems, and situations, and advise managers regarding appropriate corrective techniques in response to a range of conduct and performance issues. Knowledge of Federal HR management functions, theories, and techniques and the basic relationships of various HR disciplines sufficient to advise management and employees regarding rules and procedures and their obligations and entitlements. Knowledge of legal research methods, information-gathering techniques, and analytical capabilities sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have rendered. Knowledge of conflict resolution techniques sufficient to interact in highly-charged, emotional situations which may arise due to delicate or highly contested case matters and determinations. Knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, policies, and analytical techniques. Skill in gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound decisions. Ability to communicate with others, both orally and in writing, sufficient to formulate and present arguments and advisory opinions and prepare case documents.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0201. GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience include: 1) Providing knowledge of basic Federal HR affirmative employment and recruitment principles, policies, practices, methods, and analytical techniques. 2) Applying a working knowledge of basic principles, practices, and techniques of employee relations; standardized research techniques; and analytical and problem-solving methods required to advise on and resolve non-controversial, well-precedented factual, procedural, and/or recurring issues. 3) Using a working knowledge of other HR processes sufficient to relate recruitment and employee relations issues to them. 4) Applying basic principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment. 5) Gathering, analyzing, and drawing conclusions from information. 6) Identifying, gathering, and analyzing numerous facts and allegations, specific phases of common, well-precedented, and/or recurring cases or situations. 7) Interpreting and analyzing basic issues of fact and law, selecting the appropriate basic, legal, and regulatory provisions applicable to each situation and locating appropriate and applicable precedents and legal documentation. 8) Communicating effectively, orally and in writing, negotiating complex issues, and maintaining good working relations. OR EDUCATION: Successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or Superior Academic Achievement. Examples of specialized experience include: 1) Providing knowledge of fundamental Federal HR affirmative employment and recruitment principles, policies, practices, methods, and analytical techniques. 2) Applying a working knowledge of the fundamental principles, practices, and techniques of employee relations; standardized research techniques; and analytical and problem-solving methods required to advise on and resolve moderately complex, non-controversial, well-precedented factual, procedural, and/or recurring issues; make informed judgments on problems and issues; and perform advisory services for problems of limited scope. 3) Using a working knowledge of other HR processes sufficient to relate recruitment and employee relations issues to them. 4) Applying basic principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment. 5) Gathering, analyzing, and drawing conclusions from information. 6) Identifying, gathering, and analyzing numerous facts and allegations, specific phases of common, well-precedented, and/or recurring cases or situations and drawing conclusions from information to prepare clear explanations of facts to determine applicability to the cases or situations. 7) Interpreting and analyzing basic issues of fact and law, selecting the appropriate basic, legal, and regulatory provisions applicable to each situation and locating appropriate and applicable precedents and legal documentation. 8) Communicating effectively, orally and in writing, negotiating complex issues, and maintaining good working relations. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
