The primary purpose of this position is: To serve as designated Contracting Officer Representative (COR), and to provide expert civil engineer administrative and technical support in requirements development, procurement, award, and execution of moderately complex, multi-million dollar, recurring operations, maintenance, and repair contract services.
Duties
Performs, documents, and reports contract quality assurance evaluation through surveillance of assigned civil engineer installation support operations, maintenance, and repair contract services.
Provides contract development support as a member of the Contract Services Acquisition Multi-function Team (MFT).
Provides asset management technical support of Real Property (RP) and Real Property Installed Equipment (RPIE) through operations and sustainment installation support contracts.
Understands assigned contract requirements, terms and conditions, and is cognizant of factors that affect change to technical/operational requirements and/or associated contract specifications/standards; coordinates with stakeholders to analyze mission, organizational, and contract impacts of the identified change.
Establishes, develops, and maintains effective working relationships, and represents the Civil Engineer Operations Flight in liaison with organizations internal and external to the CES Enterprise.
Demonstrates knowledge and application of applicable Environmental, Safety, and Health (ESH) regulations, policies, and procedures to facilitate contractor compliance that maintains a safe environment for contractors and for the protection of government employees and property.

- Require to travel away from the normal duty station to provide support to geographically separated units (GSU), and/or attend general or specific training, conferences, or meetings. Travel is in military or civilian vehicles, aircraft or vessels
- Cont. The work involves the temporary transfer to either of the primary Joint Base GSU locations (Air Base or Weapons Station) with limited notice to accommodate specific contract assignments, or manpower needs
- Required to work uncommon tours of duty, unusual or rotating shifts, or overtime
- Required to respond to emergencies, including weekends and be assigned to other details such as 628 CES Damage Control Center during real-world natural disasters and major accident responses
- Must submit an initial and annual OGE/SF-450 (Financial Disclosure) in accordance with the Joint Ethics Regulation

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes : working with concepts, principles, practices, methods, and regulations involving services and/or maintenance contracts in order to evaluate contractor performance (established common output level standards and contract specifications) is being conducted in accordance with the established Performance Work Statement's (PWS).

EDUCATION: Have Master Degree or equivalent Graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates he knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Working knowledge of performance based contract types, evaluation methods, techniques, practices, rules, regulations, and reporting and documentation requirements.
2. Working knowledge of environmental, safety, and health regulations, practices, policies, and procedures to recognize unsafe work practices and conditions, as well as identify environmental and other regulatory non-compliance issues.
3. Ability to communicate effectively, both orally and in writing to explain strengths and weaknesses in performance to contractor personnel and to present factual information clearly, write inspection reports, draft contract modifications, develop supporting documentation; demonstrate good customer services skills.
4. Ability to develop a systematic approach for collecting information through inspections, surveys, interviews, random sampling, market research and written records; must be able to independently plan, organize, and meet deadlines; to analyze and evaluate information using statistically based information management methods and formulate recommendations to supervision and upper management based on results.
5. Demonstrate skill in managing multiple funding sources, track contract expenses, create independent government cost estimates (IGCE), and perform technical evaluations of contractor submitted quotes and estimates.
6. Demonstrate skill in interpreting schematics, technical manuals, drawings, and standards, manufacture's publications, and industry best practices to recognize acceptable trade practices and determine quality of work produced.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
