This position is located in a district or area office within one of the six (6) regional offices (RO) of the Office of Federal Contract Compliance Programs (OFCCP). The purpose of OFCCP is to enforce, for the benefit of job seekers and wage earners, the contractual promise of affirmative action and equal employment opportunity required of those who do business with the Federal Government. All current Department of Labor employees with competitive status.

Duties

Major Duties: This position is a regional liaison specialist serving as a technical advisor and reviewer for both field and regional operational staff by assuring uniformity and consistency in all technical aspects of compliance reviews, complaint investigations, and other related activities, as well as overseeing regional adherence to OFCCP policy, procedures, directives, etc. Monitors, facilitates, and evaluates equal opportunity compliance activity, identifies operational problems, and recommends corrective action to the appropriate level of management. Serves as a program facilitator and technical advisor for a regional office under the direct supervision of the Division of Regional Operations (DORO). Reviews OFCCP policy guidance, regulations, and procedures developed by the National Office (NO). Ensures uniform and consistent implementation of policies and guidance throughout the region. Incumbent also monitors the impact of policies and procedures. Identifies enforcement and conciliation accomplishments of the region as a whole. Serves as a quality auditor for regional or national initiatives. Serves as regional office focal point for the identification and resolution of regional operation problems (programmatic, technical, or procedural) and coordinates with various regional office components to ensure uniformity of procedures and interpretations in resolving issues related to the administration of this program. Facilitates communication throughout the region in a variety of areas such as coordinating, resolving, forecasting, and planning compliance activities, improving field operations, and resolving issues raised by members of Congress, organizations affected by the compliance programs, or others from outside OFCCP. OFCCP enforces E.O. 11246, as amended; Section 503 of the Rehabilitation Act of 1973, as amended, and 38 U.S.C. 4212 of the Vietnam Era Veterans' Readjustment Assistance Act of 1974, as amended. Qualifications

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. THIS IS IMPERATIVE IN DETERMINING IF WHETHER YOU HAVE AT LEAST ONE YEAR OF CREDITABLE SPECIALIZED EXPERIENCE. DATES WILL NOT BE ASSUMED. GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. Specialized Experience is defined as an applicant having a minimum of 3 of the 4 statements below: Applying laws, regulations, guidelines, procedures and manuals governing contract compliance to find and correct workplace discrimination. Identifying problems and recommending solutions using analysis, problem-solving, and consulting within assigned organizational components. Interpreting regulations within the program area, where accepted methods and principles are questioned or challenged. Resolving complex or difficult problems to carry out assigned duties and responsibilities.
