This position is located in the Maintenance and Operations (M&O) Section of Facilities Management Service (FMS) at the Veterans Affairs Medical Center (VAMC), Asheville, NC. The incumbent provides specialized administrative and clerical support to facilitate a combination of equipment, facilities and services work for FMS.
Duties
The major duties and responsibilities of the Equipment Facilities and Services Assistant (OA) includes, but is not limited to, the following:
Collects and records budgeting information as a liaison with Fiscal Service to maintain the accounts for all funds controlled by Facility Management Service including utilities, operations, recurring maintenance, nonrecurring maintenance, minor construction, and upon direction of VACO, Major construction projects.
Reconciles all accounts with Fiscal Service printout balances; special fund allocations are accounted for by major cost
centers and control points until obligated.
Maintains a running account for Facility
Management expenditures, obligations and receipts made from funds allotted. Acts as Integrated Funds Distribution, Control Point Activity, Accounting and Procurement (IFCAP) Manager for FMS in order to process requests for supplies, parts, services, and rentals.
Prepares budget correspondence for Chief, Facility Management Service by compiling records and reports and filing informational and statistical data.
Reviews FMS invoices for certification of correct obligation number, correct cost and correct time period (Service/Maintenance Contract); also checks to see if work has been completed and approved (Service order).
Submits VAF 4-1358 reflecting adjustments
from certified invoices and enters adjustment in appropriate Control Point and in monthly log of VAF 4-13581s.
Close attention to accuracy of invoices must be observed thus the incumbent independently verifies, and reconciles all problems, questions, and discrepancies in this area with appropriate personnel.
Monitors and maintains "just in time" management availability of general office supplies, supplies used by Environmental Care, and a parts inventory for minor equipment repair and maintenance.
Receives, stores, issues, signs-in, and checks-out various tours,
equipment, uniforms, employee lockers, supplies, and materials and maintains accurate records for these activities.
Performs a variety of office and clerical duties, such as composing routine correspondence and reports for the Maintenance and Operations Supervisor: ordering office supplies monthly; and maintaining pertinent office files.
The incumbent serves as timekeeper for Facility Management Service in the following sections M&O, Biomed, Projects, and Safety, maintaining the electronic and hard-copy time/attendance and leave records.
Incumbent serves as an alternate to the Management Program Assistant (OA), assisting in managing the Work Order Program in AEMS/MERS. {i.e. transferring/assigning electronic work requests to the appropriate maintenance shop, closing work orders, verifying data, etc.).
Performs other duties, as assigned.
Work Schedule: M-F 0730 - 4;00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education, as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience includes but is not limited to the following: Knowledge of maintenance or construction terminology, construction and various medical equipment technologies, knowledge of accounting, budgeting and procurement in order to maintain multiple departmental fund control point accounts, working knowledge and understanding of Automated Engineering Management System and Medical Equipment Reporting System to track repairs and preventive maintenance, Knowledge and skill in the use of computer equipment with a wide variety of software such as Word, Excel, PowerPoint, Outlook, Access, various VHA Database Systems used to extract and organize data, produce letters, memorandums, and to prepare a variety of specific working documents and forms such as spreadsheets, database, word processing, desktop publishing, graphics and other similar products, Knowledge and proficiency with a calculator, Knowledge of time and leave administration polices and procedures and the Ability to communicate verbally and in writing with a variety of people from different backgrounds and different levels of understanding.

Physical Requirements: No special physical demands are required to carry out the duties of this job. Although some of the work is sedentary, the employee will be walking, standing, bending, climbing stairs, and carrying some light items weighing 25lbs or more on a frequent basis, as well as driving a Government-Owned vehicle when delivering supplies and equipment to various buildings at the facility. Uses hand trucks, dollies, linen carts, racks and hampers when moving supplies, equipment and uniforms.
Work Environment: A majority of the time, incumbent works indoors in an area with adequate heating, lighting and ventilation. When required to deliver supplies and equipment, employee works outside and is exposed to inclement weather. Incumbent is exposed to soiled uniforms.
