You will serve as a FUELS ANALYST in the Marine Corps Installations Command of MARCORPS NATIONAL CAPITAL REGION.

Duties

You will prepare and coordinate new operating instructions and changes to procedural manuals and training program content. You will analyzes the impact of major regulatory changes or new legislation on various aspects of the agency's fuels supply practices and procedures. You will coordinate with the Defense Logistics Agency (DLA) on new and enhanced requirements for the Fuels Optimization Plan(s) and related Fuels Infrastructure Program improvements for Unite States Marine Corps (USMC) wide execution plans. You will collect and consolidate data from Region and Installation Visits; analyze air/ground customer requirements; recommend policy and solutions for improved program consideration; and assist in the implementation of approved solutions. You will identify and prepare reports addressing either individual or combined program trends. Identify significant program accomplishments, merit and deficiency situations, areas of imbalance, and other related areas You will analyze impact of major regulatory changes or new legislation on various aspects of the agency's fuels supply practices and procedures. You will assist in developing train-the-trainer documentation to ensure training programs are executed annually; develop Plans of Action and Milestones (POAandMs) for new and enhanced ways to perform business practices. You will assist in developing Common Output Levels of Services (COLS) standards and applying these to all metrics used to track the effectiveness of the Fuels Infrastructure Program. You will monitor and review reconciliation documents and prepare various reports required to maintain accountability of petroleum fuel products, to include providing monthly reports.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing and analyzing Fuel programs (Bulk, aviation, non-tactical) and Facilities Sustainment Restoration programs to assess risk, efficiency and costs.
