This position is located in the Small Business Administration, Office of Capital Access (OCA), Office of Financial Program Operations (OFPO), Sacramento Loan Processing Center in Citrus Heights, CA. The incumbent serves as the subject matter expert (SME) for administrative and financial management for the immediate headquarters program office or one of nine (9) field centers.
Duties
As an Administrative Officer, GS-0341-12, you will be responsible for:
Serving as a human capital subject matter expert on administrative requirements and special projects pertaining to personnel matters to include recruitment, staffing, onboarding, performance reviews and assessments.
Researching human resource laws, policies, regulations and reference material, analyzing data and providing recommendations to Office or Center leadership.
Preparing recommendations for budget funding, analysis and allocations based on Office of Financial Program Operations (OFPO) program demands.
Operates financial systems for the Office or Center and other financial or property management systems supported by the Agency.
Special projects where multiple offices or functions are involved and no one office has complete responsibility
Requirements

Qualifications
Specialized Experience for GS-12: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service, obtained in either the private or public sector:
managing the daily operations of office administrative functions; and
purchasing supplies and equipment and processing invoices/vouchers; and
updating and executing a program's budget; and
applying knowledge of personnel and human resources regulations to provide guidance on personnel and human resources matters
