This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Interpret contract documents for construction projects.
Inspect various components of construction projects (structural, architectural, plumbing, fire protection, HVAC, electrical, civil/site work).
Review submittals from various disciplines to ensure products meet specifications.
Facilitate meetings to accomplish common tasks.
Develop computer generated drawings of construction projects using software such as AutoCAD.
Communicate with Contractors, Customers, and Stakeholders to ensure end goals are achieved.
Requirements
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.

- This position has a Temporary Duty (TDY) or business travel requirement of 5 % of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
Qualifications

In order to qualify, you must meet the education and/or requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Performing work in the areas of civil, utilities, structural, mechanical, and/or electrical construction. 2) Meeting with customers on site to validate construction needs. 3) Performing quantity take offs to place orders for materials. 4) Validating that work performed and products provided are in compliance with contract documents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

Education: Four year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; OR (b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-08
