This position is located in a regional office Fair Trade Practices Program. You will serve as a Regional Director and share the responsibility for administering the functions of the Perishable Agricultural Commodities Act (PACA) and Produce Agency Act (PAA) in that area.

Duties

The duties may include, but are not limited to: Recommends and participates in formulating policy programs and modifications that will assist in carrying out the functions of the Division. Participate in developing information and making recommendations for amendments to the laws and regulations that will promote orderly marketing of fruits and vegetables. Maintains a close working relationship with industry representatives. Attends trade meetings and national conferences for the purpose of discussing problems of mutual interest. Conducts educational clinics for licensees as requested. Develops information on trends and emerging problem areas in the fruit and vegetable industry. Determines when disciplinary and operating without a license investigation should be initiated, opened and investigated. Directs, coordinates, and oversees those activities concerned with the processing and audit of claims tiled under the Statutory Trust Provision of the PACA. Oversees the counseling of fruit and vegetable traders, industry representatives, and attorneys in connection with licensing requirements, employment restrictions, and bonding issues.

  • Successful completion of one year probationary period, unless previously served.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Leading a team of technical experts, including the assignment of work to achieve timely responses to industry requests. Assessing operational programs and day-to-day operations and providing recommendations for improvement. Participating in overseeing the administration of a program including board compliance with statutory and regulatory requirements along with federal polices and guidelines. Development of written briefing materials and correspondence to explain program issues to Department executives, congressional leaders, and industry representatives. Representing the organization to internal partners, external industry contacts, and the general public in order to explain, justify and anticipate potential impacts of policies and decisions. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
