You will serve as the N7 Director and Mission Readiness Officer at the GG-14 grade level responsible for providing oversight of command training, Department of Navy (DoN) mandated training topics, and Information Warfare Community training to include language training.
Duties
You will perform non-standard tasks to develop, analyze, evaluate, advise on, or enhance the effectiveness of organizational structures and procedures by recommending utilization of administrative tasks, money, or manpower.
You will perform analytical and evaluative tasks related to development and/or execution phases of specific program objectives and operations of an organization.
You will plan, design, and carry out programs, projects, studies for the analysis and evaluation of the effectiveness of programs and operations or the productivity and efficiency of management processes.
You will resolve conflicts which arise and interprets existing policy to make technical and non-technical decisions necessary to analyze and produce innovative management analyses in his/her assigned area.
You will identify information gaps, specifies requirements to fill gaps, provides new methodologies and techniques for applications to eliminate gaps, and evaluates information collected in response to the requirements.
You will apply new theories, developments or procedures to management problems not solved by application of standard guidelines and policies.
You will develop unprecedented approaches, analytical tools and methodologies to analyze situations and draw accurate conclusions.
You will maintain liaison with high level professionals at other government agencies to provide or obtain information on non-routine problems.
You will participate as an expert representative of the activity on panels and committees with commitment authority in his/her assigned area.
You will make decisions and commitments based on interpretation of regulations and guidelines.
You will review products and studies prepared by other government agencies or other elements of his/her assigned activity and makes changes based on expert judgment and experience.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

- This position may require a 2-year DCIPS Trial Period.
- This position may require a Polygraph Examination.
- PPP applicants must currently hold the required security clearance.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- Must have experience in military training systems and educational training requirements.
- Must understand the relationships and interdependencies between the Cryptologic Training System, National Cryptologic School and Navy-sponsored cryptologic training programs.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as:
Developing, analyzing, evaluating, and advising on, or enhancing the effectiveness of organizational structures and procedures by recommending utilization of administrative tasks, money, or manpower.
Planning, designing, and carrying out programs, projects, studies for the analysis and evaluation of the effectiveness of programs and operations or the productivity and efficiency of management processes.
Interpreting existing policy to make technical and non-technical decisions necessary to analyze and produce innovative management analyses for the organization.
