The primary purpose of this position: To manage the Base Records Management Office, Freedom of Information Act (FOIA) and Privacy Act (PA) program for the Vance AFB. The incumbent is responsible for implementing policy, providing guidance, program management of Freedom of Information Act (FOIA), Privacy Act (PA), and Information Collections and Reports.

Duties

Serves as the Base Records Management Officer to provide records management guidance to Vance AFB units. Interprets higher authority directives, regulations and guidelines for applications within Air Force. Manage the Freedom of Information Act (FOIA) Program. Responsible for installation FOIA programs/initiatives and provides the FOIA source of knowledge for a host installations and tenant units. Provides managerial responsibility of FOIA requests for Air Force (AF) records. Manage the Privacy Act (PA) Program. Serves as the installation representative for the PA program. Conducts thorough review of AF and MAJCOM policy and guidance to determine if supplemental guidance is required for installation implementation to protect access to information which falls under the PA during electronic transmissions. Ensures compliance with requirements for FOIA and PA programs. Provides subject matter expertise for the installation on policies and procedures for electronic mail and internet standards in accordance with FOIA/E-FOIA/PA requirements. SharePoint administrator for Vance AFB's SharePoint web-based document collaboration platform. Responsibilities include but not limited to are: Adding users, controlling access to document libraries, setting permissions, providing SharePoint support and end-user training. Keeping up to date with SharePoint developments is required to maintain a competence within the position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes using legislation, DoD regulations, and AF policies governing the Base Records Management, Freedom of Information Act (FOIA), and Privacy Act (PA) programs, to include implementing information management guidance. Additionally using practical knowledge and analysis in establishing local processes and procedures to ensure the stakeholders understand how information is disseminated based upon legal opinions for release or denial of public requests and developing reports and briefings to adequately explain program objectives, exemptions, and restrictions as required. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of management processes involved in the life cycle of records, including forms analysis and design; information systems design; reports and directives management; correspondence and mail management; filing and retrieval systems, both automated and manual; records schedules; and NARA retirement and transfer procedures. Knowledge of applicable legislation, DoD regulations, and AF policy as it relates to Freedom of Information Act (FOIA) and Privacy Act (PA). Knowledge of the FOIA and PA legal exemptions process, procedures, and guidelines for federal agencies. Knowledge of automated programs sufficient to enter and retrieve data, construct and maintain statistical and data e-files, and record keeping issues associated with the creation, maintenance, use, and disposition of electronic records. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and unit technicians. Ability to gather, analyze, and evaluate information, to draw conclusions and make recommendations. Ability to develop and deliver training in installation standard operating procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
