You will serve as a EQUAL EMPLOYMENT SPECIALIST in the Human Capital Management Group, Equal Employment Opportunity Department of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

You will process informal and formal EEO complaints, conduct counseling sessions, prepare counselor reports, and facilitate resolutions through settlement discussions or alternative dispute resolution (ADR) processes. You will process requests for reasonable accommodations under the Rehabilitation Act and the Americans with Disabilities Act, ensuring compliance with applicable laws and policies while addressing workplace needs and employee concerns. You will analyze organizational data to identify trends, barriers, and opportunities for improvement in fostering equity and inclusion. You will contribute to the planning, implementation, and evaluation of affirmative employment and diversity initiatives, assisting with the preparation of required reports through the collection and analysis of relevant information.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

(DA-05): Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11/12) or pay band (DA-04) in the federal service or equivalent experience in the private or public sector. Specialized experience includes all or some of the following: 1) Advising management and employees on the discrimination complaint processes, rights, and responsibilities; 2) Reviewing preliminary EEO complaints and administering Federal EEO principles, concepts, laws, regulations and policies; 3) Analyzing employment patterns to identify potential program areas and preparing reports for the Equal Employment Program; 4) Counseling and consulting with supervisors, managers, and employees to negotiate resolutions to sensitive and contested issues; 5) Developing and carrying out effective affirmative employment plans to ensure a diversified workforce; 6) Developing and implementing special emphasis programs; 7) Analyzing and evaluating employment policies and practices to make recommendations to solve difficult and systemic EEO problems; 8) Providing EEO program guidance, arranging fact-finding conferences, formal hearings and preparing complaints reports and briefings. (DA-04): Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-9/10) or pay band (DA-03) in the federal service or equivalent experience in the private or public sector. Specialized experience includes all or some of the following: 1) Advising management and employees on the discrimination complaint processes, rights, and responsibilities; 2) Reviewing of preliminary EEO complaints and assisting with the development of policies for equal employment opportunity programs; 3) Providing advice to management on the preparation/monitoring of affirmative action plans; 4) Assisting with organizational reviews and/or workforce analyses to identify agency policies or practices that may have disparate impacts on protected employees. Education

Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree
