As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.Serves as a Front Line Manager within a Flight Standards office/branch.
Duties
The Front Line Manager is responsible for aviation safety activities in a complex and dynamic environment. Manages and monitors individual and unit, group, or team performance standards with organizational initiatives, goals, and objectives by providing feedback, acknowledging achievement, and addressing performance deficiencies. Incumbent has full authority and responsibility to make all decisions and take action in the assigned program areas, subject to the manager's administrative review. Higher-level management reviews performance periodically by utilizing/reviewing work products, status reports, and organizational measures in place to ensure timeliness, policy compliance, and overall alignment with the Flight Standards Service.

- Selective Service Registration is required for males born after 12/31/1959.
- Must submit an SF50 (See Required Documents).
- A one-year supervisory/managerial probationary period may be required.
- Selectee will be required to report to a AVS/FAA facility.
Qualifications
This position is limited to Air Carrier Operations specialties.Applicants must meet the minimum eligibility requirements for an Aviation Safety Inspector in the 1825 series as outlined in the OPM qualifications standards. The minimum medical requirements include the following requirements:Have good distant vision in each eye and be able to read, without strain, printed materials the size of typewritten characters (glasses and contact lenses permitted);Have the ability to hear the conversational voice (hearing aid permitted); andNot have any physical condition that would cause them to be a hazard to themselves or others that would interfere with their ability to fly as passengers in a variety of aircraft.In addition, applicants for positions that require participation in the operation of the aircraft must:Possess a valid second – class medical certificate in accordance with FAA regulations; andPass recurrent medical examinations as prescribed by the FAA.Applicants not requiring valid second-class medical certificates who are tentatively selected will be required to:Provide documentation from a board-certified physician certifying that they meet the minimal medical requirements; orIndividuals who do not meet the minimum medical requirements but who are otherwise qualified will receive an individualized assessment to determine whether they can perform the essential functions of the position.Applicants for Aviation Safety Inspector, Air Carrier Operations positions must meet all of the following requirements.At least 1 year of pilot experience in multi-engine aircraft of more than 12,500 pounds maximum certificated takeoff weight.Not more than 2 flying accidents during the last 5 years in which the applicant's pilot error was involved.Professional flying skill as demonstrated in a simulator check to Airline Transport Pilot Standard.Minimum 100 flight hours during the last 3 years.Airline Transport Pilot Certificate.Minimum 1,500 total flight hours.ANDIn addition to meeting the minimum requirements, applicants for the FV-J level must have one year (52 weeks) of specialized experience equivalent to the next to lower grade level in the normal line of progression (FG-13 or Pay Band I):Specialized Experience is:Exercising certificate authority for flight operations over one or more air carriers that collectively employ a fleet of large aircraft powered by turbine or piston engines.Serving as the principal contact with, and having responsibility for the certification, inspection, and surveillance of the flight operations of a group of aviation organizations.Continuously monitoring activities of organizations to determine whether they are following authorized programs; and evaluating proposals to change programs.Conducting initial certification and periodic flight checks of airmen operating large multi-engine aircraft using advanced instrument flight techniques.Recency of specialized experience is waived for employees currently in the 1825 Series.Qualifications must be met by the closing date of this vacancy announcement.Managerial Dimensions: As a part of the Federal-Wide Hiring Reform Initiative, the FAA is committed to eliminating the use of the Knowledge, Skills and Ability (KSA) narratives from the initial application in the hiring process for all announcements.
