About the Position: Serves as an Engineering Technician at the Military Ocean Terminal Concord (MOTCO) to include subordinate unit, the 834th Transportation Battalion located in Concord CA
Duties
Programs construction costs for future Military Construction Army (MCA) projects involving six-year planning and programming.
Interact with design and contracting agencies to provide state of the art facilities and systems.
Ensure that all completed project designs conform to established United States Corp of Engineers guidelines and standards.
Authorize total payment for all project designs and programs prepared by government agencies and private contractors.
Perform on-site inspections with real estate representatives to determine fair market value.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Term position NTE 3 years. A term position may be extended to a maximum of six years depending upon the needs of management.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- Term employment is subject to a one year trial period.
- This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

Specialized Experience
One year of specialized experience which includes 1. Applying technical engineering techniques such as civil, architectural, mechanical and electrical engineering. 2. Conducting meetings and briefings with senior representatives. 3. Monitoring planning and design work which encompasses a number of components of project work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Four year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; OR (b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. [At least 6 of the 24 semester hours must have been in drafting if the position has been designated by a drafting area of specialization.]

Combination of Education and Experience
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
