This position is located in a State Office or Area Office in USDA/Rural Development (RD). The incumbent serves as a Supv. Loan Specialist (Realty), administering loan and grant programs designed to provide rural residents with housing through insured and guaranteed single family housing (SFH).
Duty Station Negotiable - To be located in the Texas State Office or an Area Office in Texas, as available.

Duties
The incumbent will establish and advance a statewide vision for the SFH and/or MFH programs .
Serves as the state's authority in SFH and/or MFH program policies and activities.
Ensures that the State and guaranteed lenders are providing adequate guidance and direction in the technical areas of income, credit, and financial analysis, credit counseling services, and interest credit.
Ensures that loan/grant requests are processed, approved, and closed in accordance with RD regulations.
Manages SFH and/or MFH fund allocations.
Provides leadership in implementing the community development principles of the Rural Development mission area.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For GS-13 level: Applicant must have 1 year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates; experience processing and servicing a full range of commercial and/or complex realty loans; servicing a loan portfolio of a bank or other loan association beyond consumer loans; or similar work which provided a knowledge and understanding of the technicalities of financing and credit of loan and/or grant programs. Experience must demonstrate use of judgment in providing financial management guidance to borrowers; ascertaining and analyzing borrower's financial capacity, and evaluating the general economic and financial conditions that affect the organization risk in granting, guaranteeing, or insuring the loan; and demonstrated leadership experience providing guidance and direction to a group of employees in processing and servicing loans and/or grant programs.
