Duties
This position is with the Office of Inspector General,OFFICE OF CHIEF OF STAFF in Washington, District of Columbia. This office directly supports the Inspector General, the Deputy Inspector General, and other senior OIG leadership on the full range of OIG activities, including legislative, strategic, and risk management matters.
As the Deputy Chief of Staff you report to the Chief of Staff (COS) and work towards improving performance and overall quality of the delivery of the OIG mission and products.
Major duties include the following:
Serves as a senior advisor to the Inspector General (IG), Deputy IG, COS, and other OIG senior leaders to effectively establish and communicate OIG's strategic objectives and initiatives to external audiences.
Reviews, monitors, and evaluates OIG proposals, program achievements, and operational effectiveness for conformance with OIG major program objectives. Identifies problem areas related to achievement of goals and makes decisions on alternate courses of action. Carries out special and controversial assignments for the IG that may arise from new or proposed legislation, changes in program emphasis, emergencies, or other matters affecting the management, functions, and activities of the OIG.
Provides leadership and guidance in the conduct of special short- and long-range management studies of major concern to the IG. Responsible for presentation, support, and justification of such studies within OIG, and, if required, with outside groups and organizations.
Provides direction of the OIG's public and congressional affairs programs and strategies. Oversees the development of OIG-wide outreach and communication strategies with the public, Department, Congress, the White House, and the media.
Provides leadership over OIG's internal and external communications strategies, including leveraging social media platforms. Oversees development of short and long-term communications plans which conform to the vision and strategy of the IG and DIG. Provides program direction to ensure internal and external messaging are consistent across the OIG.
Provides direction and supervision to all phases of the technical and administrative operations of subordinate staff to include planning and managing staff workload; determining assignment scope and milestones; and reviewing and editing work products. Provides guidance to employees on unusually complex or difficult problems encountered during assignments

Minimum Qualifications for GS-15:
To qualify for the GS-15 level, you must possess at least one full year of specialized experience equivalent to the GS-14 level. performing "ALL" of the below. Resume must fully demonstrate and support "ALL" of the following to be considered.
Developing detailed analyses of a variety of programs, functions, and processes related to both short and long-term planning according to an organization's vision and strategy,
Providing strategic or policy direction for programs, functions, and processes of significant interest to an organization,
Identifying and recommending solutions to senior leaders that often involve highly complex matters and require in-depth analyses,
Persuading internal and external stakeholders to favorably accept an organization's position and actions, especially on critical or sensitive issues,
Developing consistent messaging and theming across work products, programs, and functions, AND
Managing multiple projects involving different teams and functions, consistently working towards accomplishing milestones and goals.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
There is no substitution of education for experience at the GS-15 level.
