This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) Facilities in the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is with the Joint Munitions Command located at Tooele Army Depot.
Duties
Operate one or more types of locomotives ranging in size from 60-120 tons.
Operate 2-1/2 to 5-ton flatbed truck or other transporter truck to transport supplies and materials.
Operate large forklift (capacity over 10,000 pounds) to move, load, stack and unstack palletized or crated materials and unboxed materials such as tracks, engines, transmissions, wheels, etc.
Inspect railroad track at Tooele Army Depot at intervals mandated by governing regulations by walking or moving along in vehicle on the track at a speed which is slow enough to visually detect defects.
Conduct preventive maintenance on railroads and appurtenances to achieve higher user benefits, increase maintenance and repair cost effectiveness, and develop a systematic approach to maintenance and repair.
Determine the four levels of track condition.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
- This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
- Employee must be cleared in accordance with requirements of AR 190-11, Physical Security of Arms, Ammunition, and Explosives (AAandE).
- Employee must successfully complete training in hazardous waste management procedures within six (6) months after the date of appointment
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Locomotive Engineer (Railroad Repair Inspector) ~ without more than normal supervision.
1. Operating at least one type of locomotive to pull railcars and cargo.
2. Performing coupling and uncoupling operations.
3. Performing maintenance and repair on railroad tracks.

Ability To Do The Work Of The Position Without More Than Normal Supervision
PHYSICAL EFFORT: Work requires climbing up and down steep steps or ladders. Subject to physical strain from swaying motions and jarring movement when coupling cars and running on rough track. Work involves lifting, moving, and carrying heavy items in excess of 45 pounds. Foot and hand pressure is exerted in steering and braking both trucks and fork lifts, and in manipulating clutch, gearshift, and any special mechanisms installed.
WORKING CONDITIONS: May be exposed to bad weather; unpleasant fuel exhaust fumes; and to jarring, jolting, and swaying movement. Continuously exposed to loud noise from engine operation, train whistle, and horn. Work is performed both inside and outside unheated igloos, magazines,open revetments, and warehouses in all types of weather conditions. Works in close quarters in poorly lighted areas. There is danger from falling objects, shifting loads, and toppling stacks. Rough terrain exists in off-road areas.
