Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Facilities and Asset Management, Organizational Resources and Support Division, located in Indianapolis, IN.
Duties
Joining Customs & Border Protection (CBP), Office of Facilities and Asset Management, will allow you to utilize your expertise in applying analytical processes to the planning, design and implementation of new and improved information systems to meet the business requirements of the organization's line and administrative programs. This position starts at a salary of $104,356.00 (GS-13, Step 1) to $135,667.00 (GS-13, Step 10).
Typical Work assignments include:
Developing overall guidance, goals, objectives, plans, policies, standards, and procedures pertaining to OFAM in support of Geographic Information Systems (GIS) operations and programs.
Ensuring that timely, accurate, and relevant geospatial information is provided.
Establishing and maintaining effective working relationships with the International Business Machines (IBM) TRIRIGA users with regard to utilizing data from TRIRIGA for spatial analysis in both the internal TRIRIGA information and mapping status viewers within supported CBP area of responsibility and interest to external GIS web mapping applications.
Serving as a technical liaison with management officials and the representatives of other CBP and DHS organizations.
Establishing, maintaining, and continually managing the integration of the IBM TRIRIGA system with CBP eGIS Program, leveraging the Environmental Systems Research Institute (ESRI) ArcGIS platform.
Qualifications

Basic Requirement:
A. Degree: Cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).
OR
B. Combination of education and experience - Courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.
Evaluation of Experience: Applicants whose experience in cartography was in the Federal service may have gained this experience by working in an occupational series other than GS-1370. Occupations in which experience may have been gained include Geography, GS-150; Civil Engineering, GS-810; General Physical Science, GS-1301; Geodesy, GS-1372; and Land Surveying, GS-1373
You qualify for this position if you possess the basic requirement as described above and possess 1 year of specialized experience, as described below.
Specialized Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Utilizing the Environmental Systems Research Institute (ESRI) ArcGIS platform to design and implement innovative Geographic Information Systems (GIS) applications tailored to operational needs.
Collaborating closely with internal and external stakeholders to identify requirements and develop tailored GIS solutions that enhance operational efficiency.
Creating and maintaining robust geospatial databases that support the effective management and analysis of spatial data.
Developing and managing seamless geospatial integrations between various systems to ensure data accuracy and availability.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12/13/2024.

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
