Duties

As a Public Health Advisor (Quarantine Program), you will: Plan and implement a program for preventing the importation of communicable diseases from abroad and spread of these diseases domestically. Design a program for mitigating the introduction and spread of communicable disease by analyzing disease trends, existing prevention practices, emergency response needs and protocols, and bioterrorist activity. Conduct active and passive surveillance of passengers, crew, and cargo on international and domestic conveyances for indications of communicable diseases. Act as a first responder for reports of ill passengers/ crew and conditions or items deemed to be of public health significance. In collaboration with the CDC subject matter experts, perform duties related to the issuance, promulgation, and monitoring of permits for importation of animals, vectors, and etiologic agents.

Qualifications

All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications: To qualify at the GS-11 grade level, you must have at least one year of specialized experience at or equivalent to the GS-9 grade level, which must include the following experience: assisting with planning, implementing and conducting surveillance of passengers, crew and cargo on international and/or domestic transportations to prevent the importation and spread of communicable diseases. Specialized Experience must provide evidence that the applicant has: Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. OR Have completed a Ph.D. or equivalent doctoral degree with a major study in public health or other field of study with course work directly related to the work of the position to be filled or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related from an accredited college or university. OR Have a combination of education and specialized experience that together meets 100% of the qualification requirement for this position. To qualify at the GS-12 grade level, you must have at least one year of specialized experience at or equivalent to the GS-11 grade level, which must include the following experience: conducting surveillance of passengers, crew and cargo on international and/or domestic transportations to prevent the importation and spread of communicable diseases; and planning and implementing a public health quarantine program. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.

Education
