The position is located in the Office of Computer and Communications Systems (OCCS), Applications Branch (AB), E-Health Information Support Section (EHIS).
Duties
As an IT Specialist (APPSW), you will:
Plan and implement system integration and acceptance testing operations.
Perform system software applications testing and develop overall testing plans, criteria, and specifications.
Participate in feasibility studies for the design and development of new systems or major modifications to existing systems.
As a member of a technical project team, recommend and implement schedules, milestones and reporting procedures; perform system design, development, and implementation; and participate in the design, programming, testing, and installation of proposed systems.
Investigate software architectures and development of methods to improve software reusability and portability.
Participate in the internal development of software in the areas that commercial software is not adequate or not available.

Qualifications
In order to qualify for any IT Specialist (Applications Software) GS-2210 position, you must have:
IT related experience and/or completion of specific, intensive training that demonstrates you possess each of the following four competencies:
Attention to Detail - is thorough when performing work and conscientious about attending to detail;
Customer Service - works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
Oral Communication - expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately;
Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND in order to qualify at the GS-09 level, you must have:
Completed a master's or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks, or two (2) full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in one of the above disciplines; OR
At least one (1) year of specialized experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of IT tasks: assisting with developing software applications using programming languages and office coding standards; assisting with the design, development, and implementation of new application software and architecture; and, testing and debugging code based on reported issues.
AND in order to qualify at the GS-11 level, you must have:
Completion of a Ph.D. or equivalent doctoral degree, in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks, or three (3) full years of progressively higher level graduate education in one of the above disciplines; OR
At least one (1) year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of IT tasks: assisting in the development of new software/web applications using common programming languages (e.g., JavaScript, Python, SQL, C, C#, Visual Basic, PHP); troubleshooting and debugging reported errors by testing and correcting code used in applications; and, assisting in the implementation of a variety of software and application testing procedures (unit, integration, functional, system, stress, performance, usability, acceptance, etc.).
AND in order to qualify at the GS-12 level, you must have:
At least one (1) year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of IT tasks: developing new software/web applications using common programming languages (e.g., JavaScript, Python, SQL, C, C#, Visual Basic, PHP); creating SQL data manipulation statements (SELECT, INSERT, UPDATE, and DELETE) and stored procedures used in software/web applications; carrying out of a variety of software and application testing procedures (unit, integration, functional, system, stress, performance, usability, acceptance, etc.); and, participating in the planning and implementation of standard operating procedures on coding techniques, styles, documentation, and deployment.
