Duties
Job Summary: The mission of the National Counterintelligence & Security Center is to lead and support the U.S. Governments counterintelligence (CI) and security activities critical to protecting our nation; provide CI outreach to U.S. private sector entities at risk of foreign intelligence penetration; and issue public warnings regarding intelligence threats to the U.S. This position is located in NCSC Special Security Directorate (SSD). SSD is the source for security policy advocacy, advice and guidance regarding security practices/procedures, security -relevant issues, and security clearance reform initiatives.
Major Duties and Responsibilities: This position leads Personnel Security Policy and Collaboration and supports the DNIs responsibilities as the Security Executive Agent (SecEA). The selected candidate will promote effective and uniform policies and procedures for personnel vetting, national security investigations, and the determination of eligibility requirements for access to classified information or to hold a sensitive position, and for the Trusted Workforce (TW) 2.0 personnel vetting reform initiative.
The selected candidate will also: Maintain productive working relationships with colleagues, experts, IC members, and policy committees and utilize these relationships to share information of IC interest.
Attend internal and external training, seminars, or conferences on broad personnel vetting and intelligence topics.
Plan and conduct the review and analysis of policies, processes, and guidelines that are contained in United States Government (U.S.) Government and Intelligence Community (IC) Directives, Policy Guidance, Standards, plans, and memoranda to ensure equities are addressed and relevant concerns are resolved.
Plan, develop, and provide substantive intelligence briefings, presentations, reports, and other materials to inform senior leadership and other stakeholders on policy issues.
Execute meetings to share information with ODNIs senior leadership and other major stakeholders on issues relating to personnel vetting policies and standards.
Provide analysis and recommendations that ensure IC and Executive Branch programs align with strategic objectives.
Support the planning, research, development, and communication of trends and developments relative to personnel vetting policies and procedures for IC/ODNI leadership and other senior USG officials.
Support the ODNIs position on key personnel vetting matters and advocate on behalf of the ODNI at IC and Executive Branch agency working groups, conferences, and public forums, sharing information relative to ODNIs personnel security programs and eliciting expertise on policies in support of the protection of national security equities.
Represent the ODNI as a member to the National Industrial Security Program and/or Policy Advisory Council and to the State, Local, Tribal and Private Sector Policy Advisory Council, where government and industry partners collaborate to advance the national security industrial security programs.
Requirements
- Must be a U.S. Citizen residing in the United States
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
Qualifications
Mandatory Requirements:
A minimum of eight years of successful experience in the personnel security discipline and familiarity with personnel vetting reform efforts (TW 2.0).
Extensive knowledge of applicable federal laws, Presidential Directives, and Executive Orders; as well as, IC and USG policies, directives, and standard operating procedures relating to personnel vetting with familiarity in the following disciplines: insider threat, counterintelligence, and polygraph.
Demonstrated written and oral communication skills with demonstrated ability to articulate complex intelligence issues to a wide, audience, including the ability to write policy or analytic products for the senior U.S. Government officials and the IC workforce.
Demonstrated ability to work independently and in a collaborative environment effectively with senior officials, management, teams, and colleagues.
Demonstrated interpersonal, organizational, critical thinking and problem-solving skills.
Demonstrated ability to build and sustain professional networks and collaborate with both management and staff to continuously improve community relationships, products, and services.
Desired Requirements:
Extensive experience and demonstrated success developing and coordinating policies, directives, and standard operating procedures.
Extensive knowledge of the U.S. Government and its IC components, missions, and interrelationships and experience working either with or in a major U.S. Government or IC organization; extensive understanding of the authorities, roles, and responsibilities of the organizations within the IC community.
Demonstrated experience working in more than one Executive Branch agency or federal agency.
Education: Bachelor's degree or equivalent experience as determined by mission specialty area.
