Duties
Receives, verifies, sorts and classifies, warehouses, and issues a variety of excess surplus property.
Conducts extensive review, research, verification and receipt of a variety of routine and complex property.
Employs Federal Cataloging Procedures to properly validate or change data elements.
Certifies that items are eligible for sale.
Reviews disposal turn-in document (DTID) accompanying material.
Compares data against property to assure correct information including proper documentation (e.g., stock number, nomenclature, quantity, unit of issue, disposal authority code, DEMIL and condition code).
Visually inspects usable property for obvious signs of condition and determines acceptability.
Determines condition and reportability and special handling requirements (e.g., hazardous material, precious metals, security, DEMIL, Special focus items, etc.) and assigns appropriate classification instructions for warehousing.
Verifies accuracy of demilitarization codes, takes action to challenge questionable items/codes, and maintains segregated storage of property requiring DEMIL.
Ensures proper certification is attached to turn-in document when demilitarized by host or generating activity.
Performs daily inspection and maintenance and completes appropriate forms.
Responsible for the pre-receipt/inspection/receipt/storage/safeguarding/handling of hazardous property.
Performs pre-receipt examination of property on site at the generation point.
Operates forklifts and related materials handling equipment to move, load and unload, stack or un-stack palletized materials, supplies, and equipment.

Qualifications
Applicants will be rated in accordance with the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. Although a specific length of time and experience is not required, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties at the level for which you are applying. Emphasis is placed on how you gained the quality of experience, not necessarily the length of time, and the required ability or potential to perform the job. Applicants who do not meet the screen-out element (SOE) will be eliminated from further competition.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. PHYSICAL EFFORT:
Climb stacks of property during inspection, pre- receiving and receiving and verification operations, necessitating considerable kneeling, crawling, bending, walking and stooping. Physical handling of property will be routine. Incumbent must be able to lift property weighing up to 50 pounds and shift/relocate other heavy materials using appropriate material handling equipment.
WORKING CONDITIONS:
Work is done inside and outside for long duration (through breaks, etc. as necessary) to complete immediate tasks. Inside work is performed in warehouses which may be drafty or unheated. Outside work is subject to inclement weather. Discomfort is experienced while wearing protective clothing, respirators, goggles or face masks. Worker may be exposed to hazardous vapors, liquids, powders and solids and the possibility of cuts and bruises. May be subject to hazards of working close to moving equipment, for example, forklifts, trucks and conveyor lines.
SAFETY AND HEALTH RESPONSIBILITIES:
As a condition of employment, employee shall adhere to all safety standards, rules, regulations, and procedures and use personal protective equipment and devices as required and work in a safe and healthful manner. Must remain continually aware of the necessity for job safety and health precautions. Must immediately report all occupational mishaps, illnesses, and injuries to supervisor on day of occurrence. Reports and corrects, where possible, unsafe and unhealthful conditions to supervisor. Any person(s) performing the duties of this position description may be required to participate in a medical surveillance program. Inclusion in the medical surveillance program will be determined by the DLA Disposition Services/DRMR Safety and Occupational Health Manager, in conjunction with the host industrial hygienist/bio-environmentalist. Work assignments include working with materials or wastes that may exhibit hazardous properties including ignitability, corrosiveness, reactivity, and toxicity. Working with hazardous materials or hazardous wastes requires training in accordance with Federal, State and installation requirements.
