This position is located within the DHS, ICE, ERO, IHSC. The Chief Medical Officer reports directly to the IHSC Assistant Director. This non-supervisory position requires close collaboration with the DAD CS in all clinical aspects of the IHSC health care system. The CMO provides clinical subject matter expertise. This position is only open to USPHS officers who are currently IHSC employees. USPHS Call to Active Duty (CAD) candidates are not eligible for this position.

Duties

DUTIES AND RESPONSIBILITIES: The incumbent provides clinical oversight for all health care delivered by IHSC health care practitioners to include U.S. Public Health Service Officers (PHS), General Services (GS) and contractors. Provides expert guidance to the AD, the IHSC Executive Governing Board, and other staff in all matters pertaining to internal and family medicine and especially as it applies in a correctional setting to an underserved population. The incumbent is responsible for establishing health care programs. The incumbent assists in the development and oversight of policies, guides and implementing instructions for medical and mental health care. Incumbent is responsible for defining the IHSC's scope of health care services by developing and approving applicable policies and clinical practice guidelines. Incumbent is responsible for the development/oversight for clinical protocols. Incumbent is responsible for the evaluation and selection of suitable drug products contained within the IHSC National Formulary. The primary goals of the IHSC Formulary are to optimize therapeutic outcomes, optimize cost effectiveness of medications, and to ensure drug usage is conducive within the correctional environment. Serves as the chair of the Medical Executive Committee where he/she oversees credentialing and privileging of all licensed independent providers practicing at IHSC-staffed facilities and credentialing of Provider Network staff. Participates in, and/or serves as chair to, various task force groups and interdepartmental advisory committees pertaining to medical care. Provides forum for open discussions and information sharing targeted at building consensus regarding major issues and policy decisions. Responsible for assessing compliance with any clinical competency requirements or concerns identified through the Office of Quality Management, peer reviews, focus reviews, or through National Practitioner Data Bank queries. Provides oversight of all complex medical and mental health patients ensuring timely and appropriate dispositions. Ensures communication with ICE/ERO as it relates to complex medical and mental health patients always takes place. Ensures that utilization of health care services is in accordance with IHSC policies and procedures to include a process for reviewing and approving extraordinary levels of care. Provides clinical expertise and judgement for all health care related areas in IHSC and non-IHSC facilities. Publish and manage consistent implementation of clinical practice guidelines and health care policy and procedures across al IHSC staffed facilities. Maintain acute awareness of public health care trends of related special population groups and direct the development and implementation of policies and guidelines to improve health services to such groups and to protect the health of the facility population and staff. Review reports, studies, clinical records, data, trends and other documents to identify unique or systemic problems and direct the implementation of best practices and nationwide solutions and maintain a culture consistent with nationally and internationally recognized correctional health care standards. Visit facilities to ensure that noncitizens are receiving proper medical care; to assess staff morale; to assess the overall program and, when necessary, to provide direct patient care; and represent the AD and IHSC throughout ERO, ICE and DHS; coordinate with partners across the agency to ensure that noncitizen medical needs are me to the extent possible when law enforcement decisions are made. Responsible for reviewing and providing clinical input on medical legal cases for the Office of the Principal Legal Advisor. Serves as the point of contact for all Office for Civil Rights and Civil Liberties clinical inquiries and issues. The CMO has the responsibility for determining the need for a declaration of public health emergencies in the program activities of the agency. This includes disease outbreaks and failing health delivery systems. This responsibility includes implementation of response systems that can effectively address emergency response both within and external to the agency. The responsibility requires effective negotiation and communication with internal elements of the agency, other elements within the Federal government (e.g. Center for Disease Control and Prevention, DHS, etc.) and with states and for the purpose of establishing effective, collaborative response systems. Education

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

1. Degree of Doctor of Medicine or an equivalent professional degree in medicine or osteopathic medicine, recognized by the American Medical Association (AMA) or American Osteopathic Association (AOA).
2. Unrestricted medical licensure in any State, the District of Columbia or territory of the United States.
3. Board certification in family medicine, internal medicine, or related primary care specialty preferred; board eligibility required.
4. Minimum of ten years clinical experience. Of the total years of experience, incumbent must possess 3 years of professional experience in developing clinical practice guidance, 7 years pharmacotherapy, 5 years as a senior staff provider, and 5 years clinical administration. Correctional/detention health care experience preferred.
5. Must be able to attain and maintain Secret security clearance.
6. Knowledge of correctional health care standards (NCCHC, ACA, ICE National Detention Standards, PBNDS and Family Residential Standards).
7. Certification as Correctional Healthcare Professional (CCHP) preferred.
8. Experience in clinical leadership role(s) at a regional or national level preferred.
9. Maintains clinical professional skills via continuing education opportunities.
10. Maintains current CPR/Basic Life Support Certification.
11. Experience in management of institutional and medical emergencies to include policy and procedure development and implementation.
12. Must have established track record of ability to foster positive working relationships with management and leadership across all disciplines at the supervisory level.
13. Extensive executive engagement in building and maintaining positive relationships with federal, state, local, and private stakeholders in a way that best represents the agency.
14. Flexibility and ability to adapt to sudden changes in schedules and work requirements.
15. Knowledge of a wide range of complex patient care concepts, principles, and practices to perform assessments of considerable diversity to include mental health, medical, surgical, ambulatory, and emergency care.
