Duties

Studies and evaluates the performance of the existing automated accounting system regarding compliance with regulatory guidance for the Civil Works, Revolving Fund and Military Accounting appropriations. Responsible for developing and implementing District plans for Corps of Engineers Financial Management System (CEFMS) training, conversion, deployment, and on-going operations. Provides systems specifications for the revision of any existing CEFMS programs requiring the consideration of laws, regulations, or requirements specific to agency functional programs. Supports Chief Financial Officer (CFO) audit and Test Plans requirements by coordinating audit activities, analyzing, and reviewing documents, and ensuring compliance with audit standards. Use knowledge and skill of the USACE accounting procedures and principles and CEFMS tables and their relationship to write new reports, analyze existing reports, and or develop new subsystems. Provide accounting financial advice and recommendations based on interpretation of accounting laws and regulations. Certify funds upon validation of compliance with laws, regulations, and policies and perform other duties as assigned and directed by the Finance and Accounting Officer. Utilize Enterprise Data Warehouse (EDW), Business Objects, Power BI, standard query language, and Corps of Engineers Financial Management System (CEFMS) to retrieve data, design ad hoc reports, format reports to allow for interactive analytics.

Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify for the GS-11: Specialized Experience: One year of specialized experience which includes 1) providing accounting, finance and reporting services and advice to negotiate solutions to issues related to managerial and operational accounting and finance work; 2) reviewing a variety of accounting and/or financial systems and documentation required to prepare, validate and analyze financial statements, records, and reports; 3)resolving non-complex financial problems. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
