This position is located in the Department of Transportation (DOT) Office of Inspector General’s (OIG) Office of Budget and Financial Management. The incumbent is responsible for managing OIG’s accounting, financial, and internal controls operations, as well as managing and assisting in certain budget functions. The incumbent reports to OIG’s Chief Financial Officer (CFO).
Duties
The incumbent plays a key role in initiating and coordinating a broad range of financial and budget activities. The major duties and responsibilities of this position include, but are not limited to, the following:

Qualifications

Specialized Experience:
To qualify based on experience, you must have at least one full year of specialized experience equivalent to the work performed at the next lower grade level for this occupation. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate the number of hours worked per week, on your resume.
GS-14: Specialized Experience
You may qualify at the GS-14 level, if you fulfill the following qualifications:One year of specialized experience equivalent to the GS-13 grade level in the Federal service, Public or Private Sector:
managing and delivering the financial and administrative functions for an organization
serving as an advisor and technical expert for financial management activities, policies, and the administration of applicable federal regulations for an organization
reviewing, analyzing, evaluating, and reporting upon program accomplishments in financial terms; supplying organizational officials the financial management advice required to make informed management decisions and aid in the establishment of organizational goals and objectives
Individual must also demonstrate in their resume they have experience in each of the following competencies listed below.
Financial Management - Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
Financial Analysis - Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.
Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.
Principles of Accounting - Knowledge of generally accepted accounting principles, standards, and practices (for example, double entry accounting, accrual accounting), including the full accounting cycle and the preparation of work sheets, financial statements, ledgers, and journals.
Principles of Finance - Knowledge of the basic principles, practices, and methods of financial management to include requisitions, apportionments, allotments, investments, fiscal management, activity reporting, and fiscal year guidelines.
Decision Making - Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
Oral Communication - Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.

Education
Basic Requirements for Positions with Accounting Responsibilities:
- A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (TRANSCRIPT REQUIRED) OR
- B. Combination of Education and Experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Background must include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; (TRANSCRIPT REQUIRED) or
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; (COPY OF CERTIFICATE REQUIRED) or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
