This position will be filled in the Justice Prisoner and Alien Transportation System (JPATS) at one of the locations listed on this vacancy announcement. The selectee of this position serves as a Aviation Enforcement Officer. You will be responsible for assisting Senior Aviation Enforcement Officer (Security Officer in Charge) on JPATS flights within the continental United States, U.S. territories, and on international JPATS flights.

Duties

In this position you will serve in a developmental capacity as an Aviation Enforcement Officer responsible for assisting the Senior Aviation Enforcement Officer (Security Officer in Charge) on JPATS flights within the continental United States, U.S. territories, and on international JPATS flights. You will oversee the work of the contract Aviation Security Officers (ASOs) assigned to JPATS flights. This is a rigorous law enforcement position with primary duties of escorting, transporting, and securing Federal prisoners and detainees onboard JPATS aircraft. As a Aviation Enforcement Officer at the GL-1801-7/9 level, some of your typical work assignments may include: Escorting and transporting prisoners and detainees onboard JPATS aircraft. Transferring prisoners and detainees to and from JPATS aircraft to ground transportation. Conducting searches of prisoners and detainees for prohibited items. Securing prisoners and detainees with appropriate restraints. Attending pre-flight briefings. Coordinating with other Federal, State, and Local law enforcement personnel. This position requires you to carry a firearm and is subject to the Lautenberg Amendment, 18 U.S.C. Section 922(g)(9). Any person convicted of a misdemeanor crime of domestic violence cannot lawfully possess any firearm or ammunition. A 'misdemeanor crime of domestic violence' is generally defined under the statute as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian. The term 'convicted' as defined in the statute, excludes any person whose conviction has been expunged, set aside, or pardoned, or any person whose civil rights have been restored unless the pardon, expungement or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Special Retirement Provisions for Law Enforcement/Maximum Entry Age: The Aviation Enforcement Officer is a Primary/Rigorous position covered by the retirement provisions of 5U.S.C. 8336(c) and 5 U.S.C. 8412(d). Persons making their first entry into a law enforcement position under these authorities must be between the ages of 21 and 36 years of age. The date immediately preceding an individual's 37th birthday is the maximum entry age for original appointment to a position as a law enforcement officer or firefighter position as defined in title 5U.S.C. 8331(20)(21) or in 5 U.S.C. 8401(14)(17). This age restriction does not apply to those who have prior Federal service in a covered primary law enforcement or firefighter position, or to qualified Veterans' preference eligible regardless of whether they meet the maximum age requirements identified at 5 U.S.C. 3307, unless the hiring agency has determined age is essential to the duties of the job. GS-07 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 grade level is required to meet the time-in-grade requirements for the GS-07 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You may qualify at the GL-1801-07 level, if you fulfill one of the following qualifications: 1. Specialized Experience: One year of specialized experience which includesExperience in detention, corrections, or law enforcement that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GL-05 grade level in the Federal service performing the following duties: 1) Escorting and/or transporting prisoners and detainees; 2) Conducting searches of prisoners and detainees for prohibited items; 3) Using restraints to secure prisoners and detainees; and 4) Assisting with the transfer of prisoners and detainees. OR 2. Education: One full academic year (18 hours) of graduate study or law school related to law enforcement. (e.g., Criminal Justice, Criminology, Law.) Such education must demonstrate the knowledge, skills, and abilities necessary to successfully perform the duties of the position as determined by the agency. OR 3. Combination of Education and Experience: You may combine graduate education and specialized experience to meet the minimum qualification requirements. (1) determine your total qualifying experience as a percentage of the experience required. (2) determine your education as a percentage of the education required. (3) add the two percentages. The total percentage must equal at least 100 percent. Only graduate level education (education beyond undergraduate study) may be combined with experience at the GL-07 grade level. OR 4. Superior Academic Achievement (SAA): You must have completed all requirements for a bachelor's degree with major study in a field related to law enforcement. To be creditable under this provision, SAA must have been gained in a curriculum that is qualifying for the position to be filled. (e.g., Criminal Justice, Criminology, Law.) Such education must demonstrate the knowledge, skills, and abilities necessary to successfully perform the duties of the position as determined by the agency. AND You must meet ONE of the following: A GPA of "B" (a GPA of 3.0 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. OR A GPA of "B+" (a GPA of 3.5 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. OR Rank in the upper one-third of your class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. OR Membership in a national scholastic honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. GPA's are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. GS-09 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 grade level is required to meet the time-in-grade requirements for the GS-09 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). 1. Education: You must have completed a master's degree or equivalent graduate degree or two full years (36 semester hours) of progressively higher-level graduate education leading to such a degree in a field related to law enforcement. (e.g., Criminal Justice, Criminology.) or a Bachelor of Laws (LL.B.) or Juris Doctor (J.D.) Such education must demonstrate the knowledge, skills, and abilities necessary to successfully perform the duties of the position as determined by the agency. OR 2. Specialized Experience: Experience in detention, corrections, or law enforcement that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GL-07 grade level in the Federal service performing the following duties: 1) Escorting and/or transporting prisoners and detainees; 2) Overseeing searches of prisoners and detainees for prohibited items; 3) Confirming the appropriate use of restraints to secure prisoners and detainees for transport; and 4) Transferring prisoners to and from aircrafts, vans, busses, or other ground transportation. OR 3. Combination of Education and Experience: You may combine graduate education and specialized experience to meet the minimum qualification requirements. (1) determine your total qualifying experience as a percentage of the experience required. (2) determine your education as a percentage of the education required. (3) add the two percentages. The total percentage must equal at least 100 percent. Only education beyond the first 18 semester hours of graduate level study may be combined with experience at the GL-09 grade level. In additional to the above qualifications requirements, you must also meet the below: Possession of the following competencies: Detention: Knowledge of the policies and procedures for detaining criminal suspects including processing, fingerprinting, detention requests, informing detainee of charges, and transportation. Search: Knowledge of the laws, principles and methods of conducting searches on personal property such as vehicles, documents, buildings, and items. Restraint and Self-Defense: Knowledge of techniques and methods used to restrain hostile individuals, including the models and guidelines on appropriate level and nature of force for self-defense. Interpersonal Skills: Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with individuals who are difficult, hostile, or distressed; relates well to people from varied backgrounds and different situations; is sensitive to cultural diversity, race, gender, disabilities, and other individual differences. Note: Subject matter experts will evaluate the first five pages of work experience in your resume based on these competencies.
