About the Position: Serves as Operations and Maintenance Program Manager responsible for overall planning, execution, control and closure of high-dollar value, national priority, environmentally sensitive and/or urgent civil works projects associated with the Buffalo District navigation dredging program. Duties may include managing projects associated with flood risk management, navigation, hydropower, environmental, recreation, disaster response and other civil works related activities.

Duties

Manages all aspects of project initiation and planning in accordance with the USACE Project Delivery Business Process. Oversees the development of agreements with the sponsor/stakeholder, and leads negotiations of agreements on behalf of the Corps of Engineers. Manages project execution through all phases to construct, repair and/or rehabilitate civil works infrastructure, facilities and/or to provide deliverables such as studies, reports, assessments, or other solutions. Ensures effective analysis, implementation and documentation of all changes. Approves changes within authority and recommends actions on changes outside of authority to the District and/or higher-level change control board. Keeps District and/or Regional leadership informed about projects through routine updates, project review boards, and other briefings. Manages all aspects of program planning to include developing program management plans, supporting budget development, providing project guidance, selecting project management teams, and developing other planning documents. Fosters positive working relationships internally while serving as the District's primary point-of-contact for assigned projects. Assists in the development of other project management professionals through mentoring, training, and review of work products.

Monitor project performance and report on the status of project against established milestones and objectives to assure the attainment of goals and objectives. Lead the development and implementation of Project Management Plans (PMP). You will be evaluated on the basis of your level of competency in the following areas: Cost Estimation and AnalysisOral CommunicationProject ManagementProject Planning, Design, and Construction Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
