The primary purpose of this position is to investigate, research, verify, evaluate excess cost incurred and adjudicate excess cost rebuttals submitted by Department of the Air Force (DAF) members/civilians who allege that they have been overcharged for exceeding authorizations for movement of personal property, including mobile homes, boats, and privately owned vehicles.

Duties
The employee will evaluate/identify excess cost incurred by DAF military and civilian personnel when they exceed their authorization for movement of personally owned property as defined in the JTR.
Identifies and requests required supporting documentation, not on file, by initiating an email or telephone call to appropriate agencies.
Drafts, prepares, endorses official written correspondence notifying members/employees of their financial obligation, exceeding lawful JTR entitlements; all documentation is processed through Financial Services Office or DFAS-DE, as appropriate.
Discusses adjudications with Air Force members/employees by telephone or in person to explain and support determination made.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Transportation Clerk and Assistant Series 2102.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the U.S. Code of Federal Regulations (Title 49), Military Rate Tenders, Comptroller General decisions, General Accounting Office decisions pertaining to movement of personal property. Knowledge of the transportation entitlements of Air Force members and civilian employees to, from, or between any of a variety of locations within CONUS and around the world. Knowledge of methods of payment of carriers and contractors by military accounting offices, relative to supplements, discounts, adjustments, and rate of applications. Knowledge of weighing procedures used throughout the world and methods of converting foreign units to pounds for the application of U.S. rates. Knowledge of military and civilian pay accounting transactions created by issuance of a DD Form 139 and the accompanying computer input. Knowledge of the organizational structure and function of transportation activities, Military Traffic Management Command (MTMC), and Defense Finance and Accounting centers. Knowledge of Air Force correspondence formats and the terminology used to communicate with service and federal agencies to acquire transportation and accounting information.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive knowledge of all entitlements of military/civilian members for shipment of personal property in connection with entrance on active duty, permanent change of station, temporary duty, early return of dependents, student travel, separation, and retirement. It may involve shipments within CONUS, between CONUS and OCONUS, between overseas locations either inter-theater or intra-theater.
Knowledge of grammar, spelling/punctuation, and format to prepare and edit written correspondence.
Ability to communicate effectively, both orally and in writing. Ability to analyze, correlate, and evaluate transportation data.
Knowledge of and skill in Transportation Reporting Module for Military Pay Transactions
Skill in applying such factors as equity, intent, purpose, and objectives under public law and directives to evaluating and adjudicating excess cost on household goods, mobile home, POV, and boat shipments.
Knowledge of and skill in computer interfaces and technologies applicable to personal property movement and military/civilian pay.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
