This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Security, Facilities and Logistics Operations (OSFLO), Facilities and Logistics Management Group (FLMG), Division of Facilities and Space Management (DFSM).
As a Facilities Operations Specialist, GS-1640-9/11, you will share the responsibility for all areas of space management and facilities planning, properly controlling all surveys, studies and activities.
Duties
Review and evaluate property and facilities plans, studies and surveys involving comparisons and evaluations of program requirements, personnel strengths and furniture and facility needs.
Provide technical guidance in the areas of facilities and space management for Baltimore, Bethesda and Washington, D.C. facilities, as well as the regions.
Develop and provide recommendations to supervisor for resolving new and unique problems resulting from regulatory, policy, organizational and staffing changes.
Provide budgetary planning input and recommendation for centralized agency funds affecting facilities and real property management.

In order to qualify for the GS-09, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-07 grade level in the Federal government, obtained in either the private or public sector, to include:
Assisting with managing a maintenance program for a facility (e.g., office or apartment building complexes, hospitals); AND
Monitoring construction and maintenance operations performed by a variety of private contractors; AND
Assisting with performing maintenance or construction work.
- OR -
Substitution of Education for Experience: You may substitute education for specialized experience at the GS-09 level by possessing a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related to the position being filled. (TRANSCRIPTS REQUIRED AT TIME OF APPLICATION).
- OR -
Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-07 grade level may be used to qualify applicants for positions at the grade GS-09. Therefore, only education in excess of 1 full year of graduate level education may be used to combine education and experience. (TRANSCRIPTS REQUIRED AT TIME OF APPLICATION).
TRANSCRIPTS are required to verify satisfactory completion of the educational requirement related to substitution of education for experience and combination of experience and education. Please see "Required Documents" section below for what documentation is required at the time of application.
In order to qualify for the GS-11, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-09 grade level in the Federal government, obtained in either the private or public sector), to include:
Managing a maintenance program for a facility (e.g., office or apartment building complexes, hospitals); AND
Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors; AND
Performing maintenance or construction work for a variety of construction or maintenance projects; AND
Utilizing computed aided design/systems software to review and update facility drawings.
- OR -
Substitution of Education for Experience: You may substitute education for specialized experience at the GS-11 level by possessing a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or equivalent doctoral degree or LL.M., if related to the position being filled. (TRANSCRIPTS REQUIRED AT TIME OF APPLICATION).
- OR -
Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-09 grade level may be used to qualify applicants for positions at the grade GS-11. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

Undergraduate and Graduate Education: Major study - engineering, industrial arts, property management, or business administration.

Examples of qualifying specialized experience include:

Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.

Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.

Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
