This position is located at US Mint,Financial Directorate - Human Capital Division. As a Management and Program Analyst, you will be responsible for implementing Mint-wide and Division policies, employee programs, and activities in all aspects of human resources management and administration.

Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position. Perform a broad scope of administrative analyses, program evaluations, assessments, project management and initiatives relative to program development and execution in order to enhance or achieve improved organizational planning, effectiveness and efficiency in meeting program objectives and or mission accomplishment. Assess the productivity, effectiveness, and efficiency of administrative and technical programs. Provide administrative and analytical support for the Chief Human Capital Officer in provision of daily operations and staff activities. Perform assignments often involving confidential and sensitive issues such as personnel actions and reorganizations.

Qualifications

You must meet the following requirements by the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience for the GS-13 is one (1) year of experience at the GS-12 level, or equivalent, which is directly related to the position as listed in this announcement and has equipped the candidate with the knowledge, skills, and abilities to perform the duties of the position successfully. Specialized experience is defined as follows: -Experience utilizing standard and non-standard administrative practices and procedures in order to conduct studies of administrative and professional work processes in various organizations, to identify, analyze, and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes, or workload distribution. AND -Experience utilizing qualitative and quantitative techniques for analyzing and measuring the efficiency, productivity and effectiveness of administrative and technical program operations carried out by administrative or professional personnel, or concerning the operational effectiveness of various administrative support functions and processes, (e.g. internal activities or functions such as human resources, senior leadership development, supply, budget, and procurement which serve to facilitate line or program operations). Specialized experience for the GS-12 is one (1) year of experience at the GS-11 level, or equivalent, which is directly related to the position as listed in this announcement and has equipped the candidate with the knowledge, skills, and abilities to perform the duties of the position successfully. Specialized experience is defined as follows: -Performing administrative activities which may include researching information from a variety of program offices to resolve issues; AND -Reviewing proposed amendments to policies, regulations or Handbooks to evaluate the impact of changes on the administrative functions of the office; AND -Observing management activities within the office to identify issues and make recommendations for improvements and/or corrective action; AND -Conducting budget planning and execution.
