About the Position: This is a Natural Resources Manager, GS-0401-12 position with the U.S. Army Corps of Engineers, Southwestern Division, Fort Worth District, Operations Division. This is a permanent and full-time position and will be located in Bardwell, TX.

Duties

Serve as a Natural Resources Manager for a large geographical area, which includes a major reservoir project with complex and complicated natural resource and recreation programs that are subject to numerous problems. Develop and execute the planning and management of natural and man-made resources and the operation and maintenance of all structures, roads and appurtenances. Develop a variety of natural resource management and protection programs (fish and wildlife management, soil conservation, forestry/vegetation management, fire protection, cultural resources protection, flood damage reduction and encroachments). Establish and oversee the continuing program of land and water patrols and inspections to prevent unauthorized use, trespass or destruction of property, and ensure visitor compliance with usage rules and regulations. Implement water safety, physical security, and fire protection programs. Coordinate and manage operation and management of recreation facilities, including campground, picnic areas, boat launching ramps, marinas, historical sites, overlooks, and visitor/information center(s). Use professional judgment to develop conceptual plans for renovation of areas to reduce operations and maintenance costs and/or to increase revenue. Review and coordinate Annual Management Plans, future development plans, and other pertinent activities of all out-grantees within the geographical management area of the lake. Ensure that all expenditures are within the approved Operation and Maintenance budget and part of the current program. Develop and implement an effective internal control program that protects the integrity of financial and property resources of the project. Attend public meetings to discuss pertinent regulations, laws, and policies governing the use of land, water, and facilities. Supervises all aspects of the work of the organization.

Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes at least two of the following three duties: 1) conducting natural resources management to include range land/forestry/shoreline management or soil conservation/wildlife/fish resources management; OR 2) monitoring public usage of park natural resources or recreational activities; OR 3) assisting with the development or implementation of land management plans or operational management plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
