This National Guard position is for a PROGRAM MANAGER (AIR COMMANDER PILOT NAVIGATOR), Position Description Number D0340P01 and is part of the NJ 108th WG, New Jersey Air National Guard. This vacancy announcement is a Title 32, Excepted Service position
Its primary purpose is to provide leadership and management of the flying unit(s), airfield/base management and to provide manpower, equipment, and training in peacetime, in preparation to perform the wartime mission.
Duties
As an PROGRAM MANAGER (AIR COMMANDER PILOT NAVIGATOR), GS-0340-15, you will:
Directly and through deputy commanders, incumbent determines unit goals which are the foundation for long- and short-range planning and execution of all unit programs and provides a focus for all unit functions and activities.
Responsible for the formulation, presentation, justification and execution of an allocated multi-million-dollar budget involving several major force elements and state funds. Through subordinate managers, ensures, supply inventories are kept at proper levels, Stock Fund authorization will support unit activity level; logistics plans meet mobilization/mobility requirements and support war plans; and the propriety, accuracy and timeliness of procurement/ contracting and payroll activities. Directly and through a deputy commander, plans, organizes, directs, and controls real estate and facility construction, maintenance and repair, and utilization. Responsible for developing the Base Land Use and Facilities Master Plan which is the key element in determining land and structure needs, facility siting, construction/ modification, and future mission assignments.

Communicate and coordinate items of interest and potential adverse impact at the highest levels of national, state, and local political leadership. Represents the Air National Guard and state to foreign political and military dignitaries, including heads of state.
Ensure proper and adequate security and safeguarding of property, aircraft and equipment, resources, and people entrusted to the unit/base.
The incumbent is accountable to a wide variety of federal, state, and local authorities on all aspects of operations, personnel, equipment, funds, and real property.

Qualifications
General Experience:
Experience, education or training in managing or directing,
one or more programs, including appropriate supporting service organizations.
Supervisory, managerial, professional or technical work experience and/or training
which has provided knowledge of management principles, practices, methods and
techniques. Experience using computer and automation systems.
Specialized Experience:
Must have at least 36 months experience analyzing problems,
identifying significant factors, gathering pertinent data and recognizing solutions;
preparing reports, plans, policies and various correspondence; evaluating objectives
and develop plans to facilitate the availability and effective utilization of various
resources; Must have knowledge of the organization and its mission and utilized the
organizational staff procedures. Experience applying analytical and evaluative
techniques to issues or studies concerning the efficiency and effectiveness of program
operations carried out by administrative or professional personnel, or substantive
administrative support functions.
Education
"In accordance with DAFI 51-509, Paragraph 10.2. Only Line of the AF officers with a current aeronautical rating, as defined by AFMAN 11-402, Aviation and Parachutist Service, (except flight surgeons) may command flying units. (T-1) . Paragraph, 10.2.1. The rated officer must hold a current aeronautical rating or crew member certification and must be qualified for aviation service in an airframe flown by the unit to be commanded. (T-1). In addition DAFI 26-2110, Wing Commanders must be Qualified in the weapon system of the Wing. However, NGB has the authority to approve assignment of an officer to a wing commander position who is not, or could not be, qualified in the weapon systems for that wing. Each case must be reviewed to ensure compliance with AFI 51-509. (T-1)."
