Budget Analyst located in Boston National Historical Park, in the Administrative and Business Services Directorate. Open to the first 75 applicants or until 12/13/2024 whichever comes first. All applications submitted by 11:59 (EST) on the closing day will receive consideration.

Duties

Duties will be developmental in nature when filled below the full performance level. Consolidate and review budget requests to ensure they comply with policies, procedures, and fund source criteria. Provide financial planning advice to, and prepare a variety of reports for, managers to help in the development and execution of budgets. Exercise the full range of administrative and technical supervision for a support staff. Serve as the government charge card coordinator to include overseeing Accounts Receivable and Accounts Payable. Boston National Historical Park Boston National Historical Park is a unique partnership park that encompasses eight historic sites of national significance associated with the colonial struggle for independence and American ideals of self-determination and civil freedom. The park works collaboratively with federal, municipal and private partners to preserve, protect, and interpret the Old South Meeting House, Old State House, Faneuil Hall, Paul Revere House, Old North Church, Charlestown Navy Yard (including USS Constitution and USS Cassin Young), Bunker Hill Monument and Dorchester Heights. Qualifications

All qualifications must be met by the closing date of this announcement-12/13/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. GS-07 To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) Reviewing documents such as vouchers, purchase requests, work orders, and contract invoices to verify budgetary account codes and dollar amounts; 2) Comparing job orders, work orders, and requests for funds with account balances to assure that funds are available; 3) Adjusting account balances to reflect the effect of allotments, transfers, obligations, expenditures, and other actions which change the amount of funds available in accounts. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one full year of graduate study in a related field. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. You must include transcripts. EDUCATION: Successful completion of a 4-year course of study above high school leading to a bachelor's degree and I meet the criteria for Superior Academic Achievement (S.A.A.) as evidenced by one of the three following methods: I am in the upper third of my graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR I have a GPA 3.0 or higher out of a possible 4.0 computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum, or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in my major field or the required courses in the major field completed during the final 2 years of the curriculum; OR I am a member in one of the national scholastic honor societies. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, first take the number of semester hours (or equivalent) earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours (or equivalent). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. GS-09 To qualify for this position at the GS-9 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) Tracking expenditures by proper accounts and type; 2) Providing information on salary calculations and employment ceilings for incorporation into budget planning, preparation, and execution; 3) Analyzing and evaluating changes in program plans and funding and their effect on the budget; 4) Preparing financial reports consistent with regulations and guidelines. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least two full academic years of progressively higher-level graduate education, a master's degree, or equivalent graduate degree related to the occupation. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, first take the number of semester hours (or equivalent) earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours (or equivalent). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
